Pursuant to Section 3 of Executive Order N-29-20, issued by Governor Newsom on March 17, 2020, the regular meeting of the City Council for June 9, 2020 will be conducted remotely through Zoom and broadcast live on the City's website.   Please be advised that pursuant to the Executive Order, and to ensure the health and safety of the public by limiting human contact that could spread the COVID-19 virus, the Council Chambers will not be open for the meeting.  Council Members will be participating remotely and will not be physically present in the Council Chambers.

CONSENT CALENDAR (12 ITEMS) - All matters listed on the Consent Calendar are considered routine by the City Council and may be enacted by one motion in the form listed below. There will be no separate discussion of these items unless, before the City Council votes on the motion to adopt, Members of the City Council or staff request the matter to be removed from the Consent Calendar for separate action. Removed consent items will be discussed immediately after the adoption of the balance of the Consent Calendar.
 
4.   Approve May 27, 2020, City Council Meeting Minutes
 
5.   Approve warrants and wires over $25,000 for the period of May 14 through 27, 2020 in amount of $2,072,152.60
 
6.   Receive and file monthly Financial Report for month ended April 30, 2020, and adopt budget amendment resolution for Fiscal Year 2019-20 increasing Citizen's option for Public Safety Fund Budget by $109,549
 
7.   Receive and file Investment Report for month ended April 30, 2020
 
8.   Authorize biennial review of Conflict of Interest Codes for employees and Commission Members for consideration before October 1, 2020
 
9.   Authorize cancellation of July 28, August 25, and December 22, 2020 City Council meetings
 
             
10.   Approve DocuSign, Inc., as sole source provider of eSignature software and approve execution of one-year agreement for total amount not-to-exceed $23,123.88 including two one-year renewal options for purchase of eSignature software for use and acceptance of electronic signatures
 
11.   Authorize execution of Amendment No. 3 to Agreement No. A2016-114 with Michael Baker International, Inc., increasing hourly rate to $160 and extend contract term to June 30, 2021 with one one-year renewal option for advanced planning services
 
12.   Adopt resolution requesting to delay implementation of Title 14 of California Code of Regulations, Section 15064.3
 
13.   Accept Soquel Canyon Parkway Pavement Rehabilitation project by R.J. Noble as complete, authorize City Clerk to record Notice of Completion, authorize release of retention monies in amount of $64,702.89, forty-five days after acceptance, and other related actions
 
14.   Authorize execution of two-year agreement with Natures Image, Inc., in amount not-to-exceed $197,375 including optional one-year extension for native landscape and maintenance services for English Channel Mitigation project
 
15.   Authorize execution of Amendment No. 3 to Agreement No. A2015-149 with Arakelian Enterprises, Inc., to include three percent increase bringing total not-to-exceed amount to $173,452 and extending term to June 30, 2021 for street sweeping services

PLANNING COMMISSION MATTERS - This portion of the City Council Agenda is for matters from the June 2, 2020 Planning Commission Meeting. No action is required unless two members of the City Council wish to request a review of the matter, in accordance with Section 16.58.070 of the Chino Hills Municipal Code. Expiration of the public appeal period on Planning Commission Item 7a is June 16, 2020 5:30 p.m.
 
18.   Public Convenience or Necessity Determination No. 20PCN01 - 4022 Chino Hills Parkway, Grocery Outlet, Katy Schardt of Compass Commercial Group, Applicant:  The Planning Commission adopted a Resolution determining a public need or necessity will be served by the issuance of an ABC Permit set forth in the California Business and Professions Code Section 23958.4(A) for PCN No. 20PCN01 for Grocery Outlet located at 4022 Chino Hills Parkway and determining the project is exempt from review under the California Environmental Quality Act based on findings of fact and subject to Conditions of Approval

19.   Continue public hearing for Community Development Block Grant (CDBG) Program Analysis of Impediments off calendar (Cont. fr/May 12, 2020) 
 
20.   Adopt resolutions to adopt Fiscal Year 2020-21 Budget and establish Fiscal Year 2020-21 Appropriation limits for City of Chino Hills and Community Facilities District Nos. 10 and 2015-1, Fairfield Ranch and Vila Borba, respectively
