Staff is currently reviewing a development application from Rolling Ridge Ranch to develop 354 multi-family apartments on a 48.37 acre site. The site consists of 29.50 acres of land and the 18.87 acre Lake Los Serranos.
A CEQA review is required for the proposed project. Staff requested proposals for preparation of the CEQA documents from four firms on the City's approved On-call Environmental and Planning Related Consultant Services RFQ list. ECORP was selected to prepare the expected Mitigated Negative Declaration for the Project in accordance with CEQA and the City’s CEQA implementation policies and guidelines, including the preparation of the necessary CEQA documentation and related technical studies. Should staff determine through the CEQA process that an Environmental Impact Report or other CEQA documentation is required, an amended or subsequent agreement will be processed.
ECORP was selected because the firm has a high level of experience and expertise with preparing related environmental documents, including projects within the City. Their proposed cost is competitive and consistent with the cost for recent environmental reviews in the City by other consultants. Exhibit A presents the scope of work for the CEQA documentation and related technical studies, and Exhibit B presents the compensation for the study's preparation. (See attachments.)
