This agenda contains a brief general description of each item to be considered. Except as otherwise provided by law, no action shall be taken on any item not appearing on the agenda unless the City Council makes a determination that an emergency exists or that a need to take immediate action on the item came to the attention of the City subsequent to the posting of the agenda. The City Clerk has on file copies of written documentation relating to each item of business on this Agenda available for public inspection in the Office of the City Clerk, in the public binder located at the entrance to the Council Chambers while the meeting is in session, and on the City's website at www.chinohills.org/Agendas. Materials related to an item on this Agenda submitted to the Council after distribution of the agenda packet are available for public inspection in the Office of the City Clerk at 14000 City Center Drive, Chino Hills, CA during normal business hours.   
 
Speaker Cards - Those persons wishing to address the City Council on any matter, whether or not it appears on the agenda, are requested to complete and submit to the City Clerk a "Request to Speak" form available at the entrance to the City Council Chambers.  In accordance with the Public Records Act, any information you provide on this form is available to the public.  You are not required to provide personal information in order to speak, except to the extent necessary for the City Clerk to call upon you.  Comments will be limited to three minutes per speaker.

CONSENT CALENDAR (12 ITEMS) - All matters listed on the Consent Calendar are considered routine by the City Council and may be enacted by one motion in the form listed below. There will be no separate discussion of these items unless, before the City Council votes on the motion to adopt, Members of the City Council or staff request the matter to be removed from the Consent Calendar for separate action. Removed consent items will be discussed immediately after the adoption of the balance of the Consent Calendar.
 
7.   Approve June 22, 2021, City Council Meeting Minutes
 
8.   Ratify payments over $25,000 totaling $2,845,819.30 for period of June 3 through 16, 2021
 
9.   Receive and file Monthly Financial Report for month ended May 31, 2021
 
10.   Adopt Ordinance regulating sidewalk vending and related actions entitled: "An Ordinance of the City of Chino Hills Adopting Chapter 5.58 Regulating Sidewalk Vending in Accordance with Government Code Sections 51036, Et Seq., Amending Chapter 5.04 to Remove the Hawking Prohibition and Add Enforcement of No Solicitation Signs, Amending Chapter 5.40 to Remove Requirement that Sidewalk Vendors Obtain Ice Cream Vending Permits, Adding Section 5.04.340 Regarding Solicitation, and Deleting Section 10.08.100 to Remove Restrictions on Food and Vendor Vehicle and Cart Parking and Determining This Action is Exempt From Review Under the California Environmental Quality Act " - Second Reading (Introduced June 22, 2021)
 
11.   Authorize execution of three-year agreement with CivicPlus Icon Enterprises, Inc., in amount not-to-exceed $159,100 including sales tax and two one-year renewal options for annual support, maintenance, and hosting services
 
12.   Authorize execution of Amendment No. 2 to Agreement No. A2018-155 with GMU Geotechnical, Inc., increasing not-to-exceed amount from $42,000 to $70,000 for on-call geotechnical review and inspection services
 
13.   Adopt resolutions approving authorization and execution of pledge agreement with the Chino Hills Community Facilities District No. 9 (Rincon Village Area); and City of Chino Hills acting as Legislative Body of Chino Hills Community Facilities District
No. 9 (Rincon Village Area) authorizing execution of pledge agreement with City of Chino Hills and pledge of special taxes to finance improvements
 
14.   Accept Per Capita Grant Program award in amount of $229,514, amend Fiscal Year 2021-22 Capital Improvement Program adding Crossroads Park inclusive playground project, and adopt budget amendment resolution increasing various funding sources for Crossroads Park and Vellano Park projects in amount of $262,250
 
15.   Award bid and contract to R.J. Noble Company in amount of $440,944.30 for Grand Avenue Pavement Rehabilitation Project, and authorize City Manager to approve cumulative change orders up to ten percent ($44,094.43) of awarded contract
 
16.   Authorize execution of one-year agreement with ITERIS, Inc., in amount not-to-exceed $27,100 to develop Truck Restriction Study for Carbon Canyon Road
 
17.   Adopt budget amendment resolution increasing Fiscal Year 2021-22 Road Maintenance and Rehabilitation Account Fund Budget in amount of $53,400, award bid and contract to Copp Contracting, Inc., in amount of $226,387 for Glen Ridge Drive Pavement Rehabilitation Project; and authorize City Manager to approve cumulative change orders up to 10 percent ($22,638.70) of awarded contract
 
18.   Adopt resolutions amending Measure I Five-Year Capital Improvement Plan for Fiscal Year 2020-21 through Fiscal Year 2024-25 and adopting Measure I Five-Year Capital Improvement Plan for Fiscal Year 2021-22 through Fiscal Year 2025-26, and direct City Clerk to forward certified copies of resolutions and Expenditure Strategy to San Bernardino County Transportation Authority

19.   Adopt resolution continuing existence of local emergency and find resolution exempt from review under California Environmental Quality Act
 
20.   Authorize execution of two-year agreement with Inland Valley Humane Society in amount not-to-exceed $680,000, including additional two-year renewal options to provide animal control services
 
PLANNING COMMISSION MATTERS - This portion of the City Council Agenda is for matters from the July 6, 2021 Planning Commission Meeting. No action is required unless two members of the City Council wish to request a review of the matter, in accordance with Section 16.58.070 of the Chino Hills Municipal Code. Expiration of the public appeal period on Planning Commission Item(s) 5b is July 20, 2021, 5:30 p.m.
 
21.   Design Review No. 484 - 2820 English Road, Daniel Dascanio, Applicant, on behalf of Jeremy and Christine Tager: The Planning Commission adopted a resolution approving Design Review 484 for the development of one single-family residence at 2820 English Road and determining that the project is exempt from review under the California Environmental Quality Act, based on findings of fact and subject to Conditions of Approval
