AUTHORIZE AMENDMENT NO. 2 TO PROFESSIONAL SERVICES AGREEMENT NO. A2016-021 WITH MICHAEL BAKER INTERNATIONAL, INC.
Authorize the execution of Amendment No. 2 to Professional Services Agreement No. A2016-021 with Michael Baker International, Inc. extending the term of the agreement to June 30, 2019, and increasing the agreement’s annual not-to-exceed amount by $200,000 for Fiscal Year 2018-19.
On September 9, 2014, the City entered into Agreement No. A14-125 with Pacific Municipal Consultants (PMC) for on-call planning services in an amount not-to-exceed $50,000. Since then, the on-call planners have assisted the Community Development Department with processing a number of development projects and the contract has been renewed annually without an increase to the total not-to-exceed amount.
In early 2016, PMC was acquired by Michael Baker International. As a result, on January 26, 2016, the City Council authorized the execution of Agreement No. A2016-021 to replace PMC Agreement No. A14-125. Due to the increased development project work load, the contract was extended to allow for a full time contract planner as needed.
Agreement No. A2016-021 is set to expire on June 30, 2018, and after a careful review of current personnel and pending projects, staff is recommending that the agreement be extended to June 30, 2019, and amend the not-to-exceed amount to $200,000 for Fiscal Year 2018-19.
The on-call planner will work on private development projects. The costs associated with this work will be reimbursed through Trust Deposit Accounts (TDAs).
It is expected that the planning services agreement will remain in place until the contract services are no longer required to meet current and project Development Services Division staffing needs.
ENVIRONMENTAL (CEQA) REVIEW:
This action is not a project within the meaning of the CEQA Guidelines Section 15378 and is therefore exempt from CEQA as it will not result in any direct or indirect physical change in the environment and does not involve an irrevocable commitment of resources by the City of Chino Hills to the activity because it constitutes an organizational or administrative activity. It is therefore exempt from CEQA. Any future action that constitutes a project will be reviewed for compliance with CEQA.
There is sufficient funding in the Community Development TDA Pass Thru Fund operating budgets to cover the Fiscal Year 2018-19 cost of the Michael Baker International, Inc. agreement. No General Fund expenditures are associated with this agreement.
