|The County of San Bernardino approved Site Plan SA/88-0038/W31-147 for Loving Savior of the Hills Lutheran Church on January 27, 1989. The approval included the construction of a five-phase development for a multi-purpose building, sanctuary, office and classrooms, gymnasium, baseball field and a cafeteria on an 8.2 acre lot. It also included approval of a separate 1.32-acre lot designated for parking and retreat area for the church with a bridge over the San Bernardino County Flood Control District channel connecting the two properties.
Portions of the project were thereafter constructed and in 1995, a three-year temporary use permit was approved. The permit expired in 1998 and on July 18, 2000 CUP No. 99CUP03 was approved for the expansion of the uses and for modifications to the approved Site Plan. In 2000 and 2001, the Planning Commission also approved various amendments to the Conditions of Approval.
On September 3, 2015, Loving Savior of the Hills submitted an application to amend their existing entitlements, one of which was to sever the 1.32-acre parcel from the development, and process its own plan for subdivision as a residential tract home development of 7 lots, as Tract Map No. 19919. The two separated developments were approved by the Planning Commission on May 16, 2017.
The residential development was found to be consistent with the standards for Low Density Residential Development of the General Plan Land Use Map and the Low Density Residential (R-S) zone requirements.
Proposed with this development are certain public street , sewer, and water improvements, which are included in the approved Engineer’s Cost Estimate and listed in Item 3 above. Surety bonds guaranteeing the successful completion of these improvements have been submitted herewith for Council’s review and acceptance. Also included is a separate Monumentation Agreement and deposit guaranteeing that property corners will be set at the completion of this project.
