  1. Accept the Rolling Ridge Pavement Rehabilitation project by All American Asphalt as complete.
  2. Authorize the City Clerk to cause the Notice of Completion to be recorded.
  3. Authorize the release of retention monies in the amount of $44,452.10, forty-five days after acceptance of the work by the City Council.
  4. Authorize the release of any remaining encumbrance after final payment of retention.
  5. Reduce the amount of the Performance Bond down to 15% for warranty purposes for a period of one year.
  6. Authorize the release of the Labor and Materials Bond seven months after project acceptance.
On July 9, 2019, the City Council awarded a contract to All American Asphalt in the amount of $991,000 for the Rolling Ridge Drive Pavement Rehabilitation project. The City Council also provided authorization for the City Manager to approve change orders up to 10% of the contract amount. Construction began on July 11, 2019, and was substantially complete on October 11, 2019. 
At the completion of the work, quantities estimated in the bid documents had to be adjusted to reflect the actual field measurements. The City Manager approved Change Order No. 1 on December 13, 2019. Change Order No. 1 includes a complete list of all quantity adjustments, as well as additional items, all of which result in the final contract amount as follows:

Revised Contract $889,041.95
At the April 23, 2019, City Council meeting, the project was determined to be exempt as a Class 1(c) Categorical Exemption, (existing highway and streets, sidewalks, gutters, bicycle and pedestrian trails, and similar facilities), pursuant to Section 15301 of Guidelines for the California Environmental Quality Act of 1970, as amended, Public Resources Code section 21000 et seq.

The current Capital Improvement Program has $1,339,700 budgeted for the Rolling Ridge Drive Pavement Rehabilitation project. There is no anticipated impact on the General Fund with this item. The funds available for this project are as follows:
