SUBJECT:
PLANS AND SPECIFICATIONS FOR THE TWIN KNOLLS DRIVE PAVEMENT REHABILITATION PROJECT
RECOMMENDATION:
 
  1. Adopt a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHINO HILLS, CALIFORNIA, APPROVING THE DESIGN AND PLANS FOR CONSTRUCTION OF THE TWIN KNOLLS DRIVE PAVEMENT REHABILITATION PROJECT PURSUANT TO GOVERNMENT CODE SECTION § 830.6.
     
  2. Authorize staff to solicit bids for construction.
     
  3. Determine the project to be exempt from review under California Environmental Quality Act of 1970, as amended, Public Resources Code Section 21000 et seq. (“CEQA”) pursuant to Section 15301 of CEQA Guidelines.
BACKGROUND/ANALYSIS:
The Twin Knolls Drive Pavement Rehabilitation Project (“Project”), between Mystic Canyon Drive and Butterfield Ranch Road (Exhibit A), is included as a part of the approved FY 2018-19 Capital Improvement Program (CIP).  Staff has completed the construction plans and specifications for the project. The work includes full-width pavement asphalt grind and overlay, selective full depth AC replacement, restoration of striping, ADA ramps, and pavement legends and markers.
 
Staff is requesting approval of the plans and specifications for this project as well as authorization to advertise the project for construction. The engineer’s cost estimate for the project is $220,000, including the design, construction contract, contract administration, and 10% for contingencies.
ENVIRONMENTAL (CEQA) REVIEW:
The project has been determined to be exempt as a Class 1(c) Categorical Exemption (existing highways and streets, sidewalks, gutters, bicycle and pedestrian trails and similar facilities), pursuant to Section 15301 of Guidelines for the California Environmental Quality Act of 1970, as amended, Public Resources Code Section 21000 et seq.
FISCAL IMPACT:
There will be no impact to the General Fund.  Funds for this project were approved by the City Council as part of the FY 2018-19 Capital Improvement Program (CIP) budget.  The total estimated cost for this project is as follows:
