PLANS AND SPECIFICATIONS FOR THE LOS SERRANOS INFRASTRUCTURE IMPROVEMENTS - ACTIVE TRANSPORTATION PROGRAM (ATP) CYCLE 1 PROJECT
Adopt a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHINO HILLS APPROVING THE DESIGN AND PLANS FOR THE LOS SERRANOS INFRASTRUCTURE IMPROVEMENTS – ACTIVE TRANSPORTATION PROGRAM (ATP) CYCLE 1 PROJECT PURSUANT TO GOVERNMENT CODE SECTION § 830.6.
Authorize staff to solicit bids for construction.
Determine the project to be exempt from review under California Environmental Quality Act of 1970, as amended, Public Resources Code Section 21000
. (“CEQA”) pursuant to Section 15301 of CEQA Guidelines.
In May 2014, the City submitted an application to Caltrans for an Active Transportation Program (ATP) grant. The ATP combined several prior funding programs into a single funding package. One of these funding programs is the former “Safe Routes to School” program, of which the City has successfully competed for prior in grant application cycles.
The current project provides improvements on the following streets within the Los Serranos neighborhood: Mariposa Avenue, Fairway Boulevard, Carmelita Avenue, Yorba Avenue, Murray Avenue, Esther Street, Ethel Street, Avery Street, Pheasant Street, and Quail Street.
The City entered into an agreement with Onward Engineering for design services related to this project. Project plans were finalized and Caltrans authorization for construction is pending. Staff expects receipt of this authorization by mid-February 2017.
On April 10, 2016, a Notice of Exemption was filed and posted with the Clerk of the Board of Supervisors, County of San Bernardino that this project was categorically exempt under Section 15301(c) and 15302 of the CEQA Guidelines.
On June 11, 2015, the State of California found that this project would have no significant impacts on the environment as defined by NEPA and that, as such, the project was categorically excluded under 23 CFR 771.117(c): Activity (c)(3).
Staff is now requesting approval of the plans and specifications for this project as well as authorization to advertise the project for construction once final documentation from Caltrans has been received. Included with these plans is a provision to install 52 street lights throughout the project's streets. The cost of the street lights may exceed the current budget amount. Depending upon the bid results, staff may request a supplemental appropriation from Measure I fund balance at the time the project is awarded.
ENVIRONMENTAL (CEQA) REVIEW:
City staff has determined that the project is exempt as a Class 1(c) Categorical Exemption (existing highways and streets, sidewalks, gutters, bicycle and pedestrian trails, and similar facilities), pursuant to Section 15301 of Guidelines for the California Environmental Quality Act of 1970, as amended, Public Resources Code section 21000
. City staff has also determined that the project is exempt as a Class 2 Categorical Exemption, (existing highways and streets, sidewalks, gutters, bicycle and pedestrian trails, and similar facilities), pursuant to Section 15302 of Guidelines for the California Environmental Quality Act of 1970, as amended, Public Resources Code section 21000
This project is included in the approved FY 2016-17 Capital Improvement Program budget.
