SUBJECT:
ADMINISTRATIVE POLICY - AUDIO/VISUAL GUIDELINES
RECOMMENDATION:
Amend Section 1.4 entitled Public Comments Section of all City Council and Council appointed Boards/Commissions/Committees Agendas and Three-Minute Per Person Time Limitation to establish guidelines for public presentations at a City Council/Commission meetings.
BACKGROUND/ANALYSIS:
The current Administrative Policy entitled "Public Comments Section of all City Council and Council appointed Boards/Commissions/Committees Agendas and Three-Minute Per Person Time Limitation" was adopted to ensure that public meetings are held in a convenient format for the public and that all members of the public have an equal opportunity to address the presiding body.  

At a recent Planning Commission meeting, the question of whether or not a member of the public could present their comments by PowerPoint presentation similar to what was afforded to the applicant was asked.   Our current policy was not clear on the topic but after consultation with the City Attorney's office, staff determined that presentations could be made so long as there was advance notification so that the City could review the data for potential copyright violations; viruses; obscene or defamatory material and ensure its compatibility with the City of Chino Hills presentation equipment, and that it complies with the applicable time limits for Public Comments.

The proposed amendment will formalize the process and provide detailed instructions on how the presentation should be submitted.
ENVIRONMENTAL (CEQA) REVIEW:
This proposed action is exempt from review under the California Environment Quality Act (California Public Resources Code Section §§ 21000, et seq., "CEQA") and CEQA regulations (14 California Code Regulations §§ 15000, et seq.) because it constitutes an organizational or administrative activity that will not result in direct or indirect physical changes in the environment. Accordingly, this action does not constitute a "project" that requires environmental review (see specifically 14 CCR § 15378 (b)(4-5)).
FISCAL IMPACT:
None.
