COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM 2018-2019 ACTION PLAN
RECOMMENDATION:
  1. Approve the 2018-2019 Action Plan for the Community Development Block Grant Program.
     
  2. Adopt a resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHINO HILLS, CALIFORNIA, ADOPTING A BUDGET AMENDMENT FOR FISCAL YEAR 2018-19 FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM 2018-19 ACTION PLAN IN THE AMOUNT OF $25,372.
BACKGROUND/ANALYSIS:
The Community Development Block Grant Program (CDBG) is authorized under Title I of the Housing and Community Development Act of 1974, as amended. Pursuant to the Act, the primary objective of CDBG is to develop viable urban communities by providing decent housing, promoting a suitable living environment, and expanding economic opportunities, primarily for low and moderate-income persons. To achieve these goals, CDBG activities must meet at least one of the three national objectives: (1) benefit low and moderate income persons, (2) aid in the prevention of slum and blight, or (3) meet other community development needs having a particular urgency.
 
An estimated amount of $350,000 was used during preparation of the FY 2018-19 budget.  The actual CDBG funds allocated to the City of Chino Hills for the FY 2018-19 program year is $375,372.  Staff is requesting a budget amendment of $25,372 to the CDBG Fund of which $19,998 is for the Los Serranos Project and $5,374 is for Administration (contractual services).

CDBG funds will be used to pursue the statutory goals for the community development and housing programs covered by the Consolidated Plan. To achieve these goals, the Department of Housing and Urban Development requires an annual action plan, which summarizes the activities that will meet the needs of the community.

In accordance with the Chino Hills Citizen Participation Plan, a Public Hearing was held on February 27, 2018. Requests for public services were received during the public hearing and the City Council awarded funds for public service projects for inclusion in the Action Plan. The Action Plan was available for the 30-day public review comment period from May 14, 2018, through June 13, 2018. 
ENVIRONMENTAL (CEQA) REVIEW:
This proposed action is exempt from review under the California Environmental Quality Act (California Public Resources Code §§ 21000, et seq., "CEQA") and CEQA regulations (14 California Code Regulations §§ 15000, et seq.) because it constitutes an organizational or administrative activity that will not result in direct or indirect physical changes in the environment. Accordingly, this action does not constitute a "project" that requires environmental review (see specifically 14 CCR § 15378 (b)(4-5)).
FISCAL IMPACT:
The proposed budget amendment will increase the revenue and expenditure budget in the CDBG Fund by $25,372.  There will be no impact to the General Fund.  Community Development Block Grant funds are provided by the U.S. Department of Housing and Urban Development.
