RESOLUTION CONFIRMING THE ENGINEER’S ANNUAL LEVY REPORT FOR CHINO HILLS SPECIAL MAINTENANCE AREAS 1 AND 2
Adopt a resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHINO HILLS CONFIRMING SERVICE CHARGES FOR COLLECTION ON THE TAX ROLL FOR CHINO HILLS SPECIAL MAINTENANCE AREA NO. 1 (FORMERLY COUNTY SERVICE AREA 70-CH) AND ORDERING THE LEVY AND COLLECTION OF ASSESSMENTS FOR THE CHINO HILLS SPECIAL MAINTENANCE AREA NO. 1, PURSUANT TO PROVISIONS OF THE SAN BERNARDINO COUNTY ORDINANCE NO. SD91-11 AS ADOPTED BY CITY OF CHINO HILLS ORDINANCE NO. 91-01 AND 92-02.
Adopt a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHINO HILLS CONFIRMING SERVICE CHARGES FOR COLLECTION ON THE TAX ROLL FOR CHINO HILLS SPECIAL MAINTENANCE AREA NO. 2 (FORMERLY COUNTY SERVICE AREA 48-A) AND ORDERING THE LEVY AND COLLECTION OF ASSESSMENTS FOR THE CHINO HILLS SPECIAL MAINTENANCE AREA NO. 2, PURSUANT TO PROVISIONS OF SAN BERNARDINO COUNTY ORDINANCE NO. SD83-2 AS ADOPTED BY CITY OF CHINO HILLS ORDINANCE NO. 91-01 AND 92-02.
Special Maintenance Area 1 was formed to provide street sweeping services throughout Chino Hills and levy a special service charge to cover the costs of furnishing that service. Special Maintenance Area 2 was formed to provide road maintenance in Sleepy Hollow and is also empowered to collect a special service charge to pay for that benefit.
Annually, the City Council must hold a public hearing to review the cost of operation for Chino Hills Special Maintenance Areas 1 and 2 as presented in the Engineer’s Annual Levy Report and to set the annual assessments on properties within the districts. On February 13, 2018, the City Council adopted Resolution No. 2018R-006 ordering the Engineer’s Annual Levy Report for FY 2018/19. On May 22, 2018, the City Council set June 12, 2018, as the date for the Public Hearing.
There has been no change in the annual assessments on those properties remaining in the Chino Hills Special Maintenance Areas 1 and 2. The Engineer’s Annual Levy Report for FY 2018/19, with proposed assessments and the District Map, has been on file with the City Clerk’s office since May 22, 2018.
The current annual assessments for Area 1 (Street Sweeping) are $51.71 for each acre of commercial property, $2.34 for each non-commercial property for arterial street sweeping, and $9.76 for each parcel of non-commercial local street sweeping. Area 2 (Sleepy Hollow) assessments are set at an annual amount of $42.00/improved parcel and $24.00/unimproved parcel. These rates have remained constant since the City’s incorporation.
Approval of this item and adoption of the Resolutions will allow the assessment and collection of service charges necessary to continue providing street sweeping throughout the City of Chino Hills and road maintenance in Sleepy Hollow.
ENVIRONMENTAL (CEQA) REVIEW:
The proposed project is categorically exempt from the requirements of the California Environmental Quality Act (CEQA) pursuant to Title 14 California Code of Regulations § 15301 (h) as a Class 1 categorical exemption (Existing Facilities). The project involves maintenance of existing streets and is not anticipated to have any significant impacts with regard to traffic, noise, air quality, or water quality.
The proposed FY 2018/19 budget for Maintenance Area No.1 (Street Sweeping Fund) is $218,400 and the proposed assessments are projected to generate $203,928. The remaining $14,472 will come from the reserve fund.
The proposed FY 2018/19 budget for Maintenance Area No.2 (Sleepy Hollow Road Improvement Fund) is $10,100 and the proposed assessments are projected to generate $9,924. The remaining $176 will come from the reserve fund.
