|Chino Hills Los Serranos Lighting Maintenance District (District) was formed to provide street lighting to the neighborhood area known as Los Serranos. The street lighting services include, but are not limited to, the maintenance and operations costs of lighting fixtures and related appurtenant facilities associated with the public street lighting within the District as well as the costs of electrical energy.
Each fiscal year, the City reviews the phasing of construction within the Los Serranos District. Each of the phases is considered assessable in the fiscal year after which Council has awarded the construction contract for installation of the streetlights. In FY 2017/18, contracts were awarded for improvements on Country Club Drive, Williams Avenue, Esther Street, Yorba Avenue, and Los Serranos Boulevard. Therefore, parcels that directly benefit from these improvements are being re-designated as Phase Six in FY 2018/19.
Contracts were also awarded for improvements on Fairway Boulevard, Mariposa Avenue, Carmelita Avenue, Yorba Avenue, Murray Avenue, Esther Street, Ethel Street, Avery Street, Pheasant Street, and Quail Street. Parcels that directly benefit from these improvements are being re-designated as Phase Seven in FY 2018/19.
Annually, the City Council must hold a public hearing to review the costs of operation for lighting as presented in the Engineer’s Annual Levy Report, and to set the annual assessment rates within the District. On February 13, 2018, the City Council adopted Resolution No. 2018R-003 ordering the Engineer’s Annual Levy Report for fiscal year 2018/19. On May 22, 2018, the City Council set June 12, 2018, as the date for the Public Hearing.
The Engineer’s Annual Levy Report for FY 2018/19, with proposed assessments and the District map, has been on file with the City Clerk’s office since May 22, 2018.
