SUBJECT:
SB 1 ROAD MAINTENANCE AND REHABILITATION ACCOUNT - FUNDED PROJECT LIST
RECOMMENDATION:
Adopt a Resolution entitled:  A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHINO HILLS, CALIFORNIA, ADOPTING THE PROJECT LIST FOR FISCAL YEAR 2018-19 FUNDED BY SB 1: THE ROAD REPAIR AND ACCOUNTABILITY ACT OF 2017
BACKGROUND/ANALYSIS:
On April 28, 2017, the Governor signed Senate Bill 1 (SB 1), which is known as the Road Repair and Accountability Act of 2017. The City of Chino Hills is eligible to receive the Road Maintenance and Rehabilitation Account (RMRA) funding through SB 1 Local Streets and Roads Program. 
 
Per the California Transportation Commission (CTC) adopted Local Streets and Roads Funding 2018 Annual Reporting Guidelines, all proposed SB 1 RMRA funded projects must be adopted by resolution by the City Council at a regular public meeting.   
 
The City’s estimated fiscal year 2018-19 SB1 RMRA revenue is $1,339,700.  Staff is recommending that these funds be appropriated to the Rolling Ridge Drive Rehabilitation project in the fiscal year 2018-19 Capital Improvement Program (CIP) proposed budget, which is scheduled to be presented to City Council for adoption in June 2018.  The project location is Rolling Ridge Drive from Chino Hills Parkway to Bayberry Drive.  The work will include the removal and reconstruction of damaged pavement, curbs and gutters, ADA access ramps, grind and overlay of existing pavement, adjustment of manholes and water valves, striping and signing.  The design work will begin in July 2018, contract work will begin in January 2019 and is scheduled to be completed in April 2019.   
 
Therefore, staff is asking the City Council to adopt a resolution for the Rolling Ridge Drive Rehabilitation Project to be funded by the SB 1 RMRA funding.
ENVIRONMENTAL (CEQA) REVIEW:
This action is not a project within the meaning of the CEQA Guidelines Section 15378 and is, therefore, exempt from CEQA as it is an administrative change that will not result in any direct or indirect physical change in the environment.
FISCAL IMPACT:
The Rolling Ridge Drive Rehabilitation project will be included in the proposed FY 2018-19 Capital Improvement Program budget. Funding for this project will be provided by the SB 1 RMRA Account ($1,339,700) and the Gas Tax Fund ($200,000). There is no impact to the General Fund with this item.
