SUBJECT:
PLANS AND SPECIFICATIONS FOR THE FY 2017-2018 STREET IMPROVEMENT PROJECT
RECOMMENDATION:
  1. Adopt a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHINO HILLS APPROVING THE DESIGN AND PLANS FOR CONSTRUCTION OF THE FY 2017-2018 STREET IMPROVEMENT PROJECT PURSUANT TO GOVERNMENT CODE SECTION § 830.6.
     
  2. Authorize staff to solicit bids for construction. 
     
  3. Determine the project to be exempt from review under California Environmental Quality Act of 1970, as amended, Public Resources Code Section 21000 et seq. (“CEQA”) pursuant to Section 15301 of CEQA Guidelines.
BACKGROUND/ANALYSIS:
Staff developed plans and specifications for the FY 2017-2018 Street Improvement project.  The area of work encompasses 17 miles of public roadway as follows:
  • Rancho Hills Area – Residential public streets bounded by Tanglewood Lane to the west, Nordic Avenue to the south, Chino Hills Parkway to the east, and Rancho Hills Drive to the north. 
     
  • East Windmill Creek Area – Residential public streets bounded by Chino Hills Parkway to the west, Sweet Water Court to the south, Terrace Hill to the east, and Windmill Creek Road to the north. 
     
  • Warmington Homes Area – Residential public streets bounded by Auburn Court to the west, Pleasant Hill Drive to the south, Golden Crest Drive to the east, and Grand Avenue to the north.    
     
  • Founders Village Area – Residential public streets bounded by Deer Haven Drive to the west, Sun Ridge Drive to the south, Chino Hills Parkway to the east, and Founders Drive to the north. 
     
  • Walnut Creek Area – Residential public streets bounded by Valley View Lane to the west, Walnut Creek Drive to the south, Chino Hills Parkway to the east, and Falling Star Lane to the north.
     
  • Lower Los Serranos Residential public streets:
    • Los Serranos Boulevard between Pipeline Avenue and Bird Farm Road.
    • Yorba Avenue between Bird Farm Road and Fairway Boulevard. 
       
  • Garden Court
    • Garden Court between Cork Drive and End (cul-de-sac). 
    • Garden Court between Lobelia Drive and End (cul-de-sac); and
       
  • Buckingham Area – Residential public streets bounded by Peyton Drive to the west, Chino Hills Parkway to the south, Pipeline Avenue to the east, and Southern California Edison utility easement to the north.
The work will include crack sealing, selective patch and slurry seal for the majority of the streets, and a full width overlay for some streets where conditions warrant more substantial pavement treatment.   
 
Staff recommends approval of the resolution approving the design and plans for the construction of the FY 2017-2018 Street Improvement project pursuant to Government Code Section § 830.6 based on the facts and reasons stated therein.
ENVIRONMENTAL (CEQA) REVIEW:
The project has been determined to be exempt as a Class 1(c) Categorical Exemption (Existing highways and streets, sidewalks, gutters, bicycle and pedestrian trails and similar facilities), pursuant to Section 15301 of Guidelines for the California Environmental Quality Act of 1970, as amended, Public Resources Code Section 21000 et seq.
FISCAL IMPACT:
The total estimated cost for this project is as follows:

The total approved budget for this project is $1,250,000 with funding coming from the Measure I Fund.  There is no impact to the General Fund.
