  1. Accept a donation from the Chino Hills Community Foundation in the amount of $23,000 for playground equipment at Los Serranos Park.
  2. Approve an estimated revenue increase in the amount of $23,000 to donations in the General Fund.
  3. Approve an appropriations budget amendment in the amount of $23,000 from the General Fund to the Los Serranos Park CIP project (#800212).
In December 2015 and December 2016, The Howard and Nikki Applebaum Foundation generously made contributions to the Chino Hills Community Foundation with the restriction that they be used for special needs programs. Those contributions have accumulated in the Special Needs Fund totaling  $3,000.  At the November 13, 2017, Foundation meeting, the board voted to allocate the $3,000 from the Special Needs Fund to Los Serranos Park for the purchase of special needs play equipment. 

On November 7, 2017, the McCombs Family Foundation donated $20,000 to the Chino Hills Community Foundation “For use in its project of equipping the new Los Serranos Park playground.”  They made the donation in memoriam of four individuals who, as residents, played important roles in the early day development and sustaining of Los Serranos as a community: Harry Dixon, James Neller, Paul J. Ansley, and Christine Hoop. At the January 8, 2018, Foundation meeting, the board voted to approve the donation for Los Serranos Park.

At the March 28, 2017, City Council meeting, Council accepted a donation in the amount of $150,000 from the Chino Hills Community Foundation for playground equipment and as much of the play equipment surfacing as the funding would allow for Los Serranos Park. With the addition of the above donations, the total donation amount from the Foundation for Los Serranos Park is $173,000. 
This proposed action is exempt from review under the California Environmental Quality Act (California Public Resources Code §§ 21000, et seq., "CEQA") and CEQA regulations (14 California Code Regulations §§ 15000, et seq.) because it constitutes an organizational or administrative activity that will not result in direct or indirect physical changes in the environment. Accordingly, this action does not constitute a "project" that requires environmental review (see specifically 14 CCR § 15378 (b)(4-5)).

The total approved budget for this project is $3,691,800 with funding provided by the sources listed in the table above.  Staff is requesting that the City Council approve an additional appropriation in amount of $23,000 to be funded by the General Fund through a donation from the Chino Hills Community Foundation. There is no net effect to the General Fund unrestricted fund balance as the donation and appropriation offset each other.
