SUBJECT:
ADMINISTRATIVE POLICY SECTION 12.10, TITLED CITY VEHICLE USE
RECOMMENDATION:
Approve Administrative Policy, Section 12.10, titled City Vehicle Use.
BACKGROUND/ANALYSIS:
The City maintains a large fleet of motorized vehicles used for City business purposes including golf carts, cars, trucks, tractors and specialized vehicles.  The proposed policy sets forth general rules and procedures to ensure City vehicles are used safely and appropriately by employees.  The policy establishes requirements for: appropriate uses; licensing; servicing and general maintenance; accident and damage reporting; and driver/operator training.

This policy replaces a previous Administrative Policy and Procedure (Section 2-6) that was adopted in 1993.  This policy was developed with input from representatives from all City departments to insure the policy reflected current and best practices. All employees will be provided with a copy of this policy once approved.

A copy of the policy is attached.
ENVIRONMENTAL (CEQA) REVIEW:
This proposed action is exempt from review under the California Environmental Quality Act (California Public Resources Code §§21000, et seq.; "CEQA") and CEQA regulations (14 California Code Regulations §§15000, et seq.) because it does not involve any commitment to a specific project which could result in a potentially significant physical impact on the environment; and constitutes an organizational or administrative activity that will not result in direct or indirect physical changes in the environment.  Accordingly, this action does not constitute a "project" that requires environmental review (see specifically 14 CCRF §15378(B)(4-5)).
FISCAL IMPACT:
The City Vehicle Use Policy has no fiscal impact.
