SUBJECT:
PLANS AND SPECIFICATIONS FOR THE CHINO AVENUE PAVEMENT REHABILITATION PROJECT
RECOMMENDATION:
  1. Adopt a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHINO HILLS APPROVING THE DESIGN AND PLANS FOR THE CHINO AVENUE PAVEMENT REHABILITATION PROJECT PURSUANT TO GOVERNMENT CODE SECTION § 830.6.
     
  2. Authorize staff to solicit bids for construction. 
     
  3. Determine the project to be exempt from review under California Environmental Quality Act of 1970, as amended, Public Resources Code Section 21000 et seq. (“CEQA”) pursuant to Section 15301 of CEQA Guidelines.
BACKGROUND/ANALYSIS:
As part of the FY 2017-18 Capital Improvement Project (CIP), staff developed plans and specifications for the Chino Avenue Pavement Rehabilitation project.  The project limits encompass:
  1. Chino Avenue – from Peyton Drive to West City Boundary Limit
  2. Eagle Canyon Drive – from Chino Avenue to Wandering Ridge Drive
  3. Beverly Glen Road – from Peyton Drive to Peyton Drive
  4. Olympic View Drive – from Peyton Drive to Crescent Hills Drive
  5. Feldspar Drive – from Carbon Canyon Road to Topaz Drive
Pavement rehabilitation consists of selective patch by asphalt, grind and overlay, crack sealing, adjustment of utility manholes, adjustment of water valve covers to finish roadway surface and application of emulsion slurry seal.  In addition, the work will include the restoration of pavement striping.

The work on Eagle Canyon Drive at the intersection of Chino Avenue will be limited during the schools' spring break.
 
Staff recommends approval of the resolution approving the design and plans for the construction of the project pursuant to Government Code Section § 830.6 based on the facts and reasons stated therein.
 
ENVIRONMENTAL (CEQA) REVIEW:
The project has been determined to be exempt as a Class 1(c) Categorical Exemption (Existing highways and streets, sidewalks, gutters, bicycle and pedestrian trails and similar facilities), pursuant to Section 15301 of Guidelines for the California Environmental Quality Act of 1970, as amended, Public Resources Code Section 21000 et seq.
FISCAL IMPACT:
There will be no impact to the General Fund.  This project is included in the approved FY 2017-2018 Capital Improvement Program budget.  The current available funding for this project is as follows:
