PLANS AND SPECIFICATIONS FOR THE CONSTRUCTION OF VILLAGE OAKS SADDLE REPLACEMENT - PHASE 1 PROJECT
Adopt a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHINO HILLS APPROVING THE DESIGN AND PLANS FOR CONSTRUCTION OF THE VILLAGE OAKS SADDLE REPLACEMENT- PHASE 1 PROJECT PURSUANT TO GOVERNMENT CODE SECTION § 830.6.
Authorize staff to solicit bids for construction.
Determine the project to be exempt from review under California Environmental Quality Act of 1970, as amended, Public Resources Code Section 21000
. (“CEQA”) pursuant to Section 15301 of CEQA Guidelines.
The Public Works Water and Sewer Division has experienced a number of water service saddle failures in the residential areas of Village Oaks and Oakridge; primarily bounded by Peyton Drive to the east, Oakview Lane to the north, Pistachio Street to the west, and Oak Creek Road to the south (Location Map attached). A service saddle is the mechanical connection between the water main and the residential water service.
A Capital Improvement Program (CIP) project was created to replace all saddles within this area. Due to the magnitude of the project, the project area was divided into three (3) construction phases in order to minimize impacts to the communities of Village Oaks and Oakridge. Phase 1 of the project is primarily bounded by Oakdale Road to the east, Oakview Lane to the north, Ficus and Plum Street to the west, and Oaktrail Road to the south.
On September 6, 2017 staff presented the total project to the Public Works Commission and discussed the first construction phase noted above. The 347 residents living within the Phase 1 project area were notified by mail two weeks in advance. However, no residents attended the meeting. Staff will provide further public outreach information prior to and during the construction work.
Staff recommends adoption of the attached resolution approving the design plans and the authorization to advertise for Phase 1 bids of the larger project.
ENVIRONMENTAL (CEQA) REVIEW:
The project has been determined to be exempt as a Class 1(b) Categorical Exemption (Existing facilities of both investor and publicly owned utilities used to provide electric power, natural gas, sewage, or other public utility services), pursuant to Section 15301 of Guidelines for the California Environmental Quality Act of 1970, as amended, Public Resources Code Section 21000 et seq.
There will be no impact to the General Fund. Funds for this project were previously approved by the City Council as part of the Fiscal Year 2017-2018 Capital Improvement Program (CIP) budget. The funds available for this project are as follows:
