LEASE OF 84 PARKING STALLS FOR PARK & RIDE PURPOSES BETWEEN SAN BERNARDINO COUNTY TRANSPORTATION AUTHORITY AND THE CALIFORNIA DEPARTMENT OF TRANSPORTATION AT 13952 CITY CENTER DRIVE
Authorize City Manager to execute Amendment No. 1 to Agreement A14-124 (Lease No. 15-1001046) between the San Bernardino County Transportation Authority (SBCTA) formally San Bernardino Associated Governments (SANBAG) and California Department of Transportation (Caltrans) for 84 parking stalls for Park & Ride purposes located at 13952 City Center Drive.
Caltrans has been using 84 parking stalls on the top deck of the parking structure since November 1, 2014, for Park & Ride purposes. SBCTA compensates the City at a rate of $10 per month per stall, paid on a quarterly basis. The anticipated full lease value for July 2017-June 2018 is $10,080.
Staff has surveyed the parking structure and the top deck is rarely used. This lease provides a reasonable value for what is otherwise an unused asset. The lease terms provide for a sixty (60) calendar day notice should an increase in demand for general parking occur that may necessitate the termination of the lease.
ENVIRONMENTAL (CEQA) REVIEW:
The City Civic Center parking garage was entitled and constructed as part of the Shoppes Specific Plan and EIR (State Clearinghouse No. 2004111056), approved in 2005 and amended in 2008. The EIR considered the full development and use of parking garage. The proposed lease of a portion of the garage will not alter the overall use of the garage and is consistent with the adopted Specific Plan and EIR. Pursuant to Sections 15060, 15162, 15163 and 15164 of the CEQA Guidelines, no changes or additions to the adopted EIR are required.
This item has been included in the proposed fiscal year 17/18 revenue estimates and will result in an annual revenue of $10,080 for the general fund.
