SUBJECT:
PROGRAM SUPPLEMENT AGREEMENT BETWEEN THE CITY OF CHINO HILLS AND THE STATE OF CALIFORNIA DEPARTMENT OF TRANSPORTATION (CALTRANS) REGARDING THE RAISED MEDIAN ON PIPELINE AVENUE PROJECT
 
RECOMMENDATION:
Adopt a Resolution entitled:  A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHINO HILLS APPROVING THE PROGRAM SUPPLEMENT AGREEMENT NO. N009 REV. 1 BETWEEN THE CITY OF CHINO HILLS AND THE STATE OF CALIFORNIA DEPARTMENT OF TRANSPORTATION (CALTRANS) REGARDING THE RAISED MEDIAN ON PIPELINE AVENUE PROJECT 
BACKGROUND/ANALYSIS:
The City has been authorized a Highway Safety Improvement Program grant in the amount of $334,637 by Caltrans for the Raised Median on Pipeline Avenue project.  The project will construct a raised concrete median on Pipeline Avenue from Chino Hills Parkway to approximately 1,800 feet north to reduce the number of mid-block collisions along Pipeline Avenue.
 
On April 13, 2017, the City received the Program Supplement Agreement (PSA) No. N009 Rev. 1 to Administering Agency-State Agreement No. 08-5467R with Caltrans, which is specific to the construction phase of the Raised Median on Pipeline Avenue project.  The accompanying letter of instruction requires the agreement to be signed and returned within ninety (90) days or the funds will be disencumbered and/or de-obligated.
 
Accordingly, staff is requesting that the City Council adopt a Resolution approving PSA No. N009 Rev. 1, and authorize the City Manager to negotiate and execute any future agreements and amendments with Caltrans related to this project. 
ENVIRONMENTAL (CEQA) REVIEW:
On October 14, 2014, the City Council adopted Resolution No. 14R-41 and determined that this project is exempt from review under CEQA.  A NEPA Categorical Exclusion was approved by Caltrans on August 12, 2016.
FISCAL IMPACT:
There is no fiscal impact associated with this action.  The grant funding is included in the FY 2016-17 Capital Improvement Program budget.
