NEW ADMINISTRATIVE POLICY- CATASTROPHIC LEAVE PLAN
Adopt Administrative Policy 7.8 Catastrophic Leave Plan to allow employees to donate leave hours to co-workers in need.
The City of Chino Hills recognizes that employees may experience a catastrophic personal or family illness/emergency that exhausts all accrued sick, vacation and/or other leave hours due to a prolonged absence. The Catastrophic Leave Plan has been created to allow City employees with an opportunity to provide their co-workers with temporary salary and benefit continuation during their time of need.
The Catastrophic Leave Plan (Plan) allows eligible recipients to use leave hours donated by other employees. An employee seeking support must apply to participate in the Plan as a recipient of donated hours. Eligibility is determined by the terms of the Plan. If the application to participate is approved, Human Resources will solicit donations from employees. Eligible plan donors will be allowed to contribute hours from their personal leave bank to the Plan for use by the recipient in accordance with the Plan policy. Donated hours will be drawn from donors and applied to the recipient's leave bank as needed. Participation in the Plan is strictly voluntary and anonymous.
ENVIRONMENTAL (CEQA) REVIEW:
This proposed action is exempt from review under the California Environment Quality Act (California Public Resources Code Section §§ 21000, et seq., "CEQA") and CEQA regulations (14 California Code Regulations §§, et seq.) because it constitutes an organizational or administrative activity that will not result in direct or indirect physical changes in the environment. Accordingly, this action does not constitute a "project" that requires environmental review (see specifically 14 CCR § 15378 (b)(4-5)).
There is no fiscal impact for this item.
