SUBJECT:
PROFESSIONAL SERVICES AGREEMENT WITH ADVANTEC CONSULTING ENGINEERS FOR CITYWIDE TRAFFIC SIGNAL OPERATIONS SERVICES
RECOMMENDATION:
Approve a professional services agreement with Advantec Consulting Engineers for Citywide Traffic Signal Operations Services in a not-to-exceed amount of $25,000 per year.  The contract duration is for a period of three years.  The contract may be renewed for a maximum of two, one-year periods, subject to written agreement of both parties.
 
BACKGROUND/ANALYSIS:
The City’s existing agreement for Citywide Traffic Signal Operations Services is set to expire at the end of FY 2016-17.  In anticipation of the need for a new agreement, staff issued a Request For Proposals (RFP) on January 25, 2017, for Citywide Traffic Signal Operations Services.  In response to that RFP on February 16, 2017, the City received three proposals as follows:
  1. Albert Grover and Associates
  2. Iteris Inc.
  3. Advantec Consulting Engineers
The proposals were evaluated using the following criteria: approach to work, including task breakdown and staffing; reports of references; experience and technical competence of the firm and its key personnel; and willingness to agree to the terms of the City’s standard professional services agreement.  City staff recommends Advantec Consulting Engineers as the best provider for the City's needs based on this criteria. 
 
Staff recommends that the City Council approve a professional services agreement with Advantec Consulting Engineers for an annual not-to-exceed amount of $25,000. 
ENVIRONMENTAL (CEQA) REVIEW:
The proposed project is Categorically Exempt (Class 1) from the provisions of the California Environmental Quality Act (California Public Resources Code §§ 21000, et seq., “CEQA”) and CEQA Guidelines (Title 14 California Code of Regulations §§ 15000, et seq.) pursuant to CEQA Guidelines Section 15301, because it involves only the operation, repair and maintenance of existing streets.
FISCAL IMPACT:
Funds are included in the FY 2017-18 Engineering Operating budget; up to $25,000 will need to be appropriated each year for the subsequent years.  The total fiscal impact will not exceed $125,000 if the contract is extended to the full five years.  (After three years, there are two optional one-year extensions.)
