SUBJECT:
AGREEMENT WITH PCI FOR INSTALLATION OF PAVEMENT MARKINGS, MARKERS AND STRIPING SERVICES
RECOMMENDATION:
Authorize an agreement with PCI for Installation of Pavement Markings/Markers and Striping Services for an annual not-to-exceed amount of $75,000.
BACKGROUND/ANALYSIS:
The City’s existing “on call” agreement for pavement striping services is set to expire at the end of FY 2016-17.  These pavement striping services are for existing roads that need restriping because the current striping has faded or markers are missing, and is not for new road construction.  The work includes providing traffic striping, pavement markings/ markers, and thermoplastic crosswalks on City streets.  In addition, the services will include removal of striping and markings/markers (by wet sand blasting). In anticipation of the need for a new agreement, staff issued a Request For Proposals (RFP) on January 26, 2017, for Pavement Markings/Markers and Striping Services.  In response to that RFP, on February 16, 2017, the City received five proposals as follows:
  1. Sterndahl Enterprise Inc.
  2. Superior Pavement Markings
  3. PCI
  4. Orange County Striping
  5. J&S Striping
Staff evaluated the work experience of the contractors, their ability to provide the services as needed, reports of references, and their overall fee structure.  After careful consideration of these factors, staff recommends PCI as the best qualified firm to meet the City’s needs. 
ENVIRONMENTAL (CEQA) REVIEW:
The proposed project is Categorically Exempt (Class 1) from the provisions of the California Environmental Quality Act (California Public Resources Code §§ 21000, et seq., “CEQA”) and CEQA Guidelines (Title 14 California Code of Regulations §§ 15000, et seq.)  pursuant to CEQA Guidelines Section 15301, because it involves only the repair and maintenance of existing streets.
FISCAL IMPACT:
The proposed fiscal year 2017/18 Capital Improvement Program (CIP) budget includes an annual project for a City-wide Striping Program.  Funding for this work would come from this annual CIP project, subject to the limits established in the annually adopted CIP budget.
