SUBJECT:
PLANS AND SPECIFICATIONS - CANON LANE (SOUTHERLY) PAVEMENT REHABILITATION PROJECT
RECOMMENDATION:
  1. Amend the Fiscal Year 2020-21 Capital Improvement Program to include the Canon Lane (Southerly) Pavement Rehabilitation project.
     
  2. Adopt a Resolution entitled: A RESOLUTION OF THE CITY OF CHINO HILLS, ADOPTING A BUDGET AMENDMENT FOR FISCAL YEAR 2020-21 INCREASING THE GAS TAX BUDGET FOR THE CANON LANE (SOUTHERLY) PAVEMENT REHABILITATION PROJECT IN THE AMOUNT OF $300,000.

  3. Adopt a Resolution entitled: A RESOLUTION OF THE CITY OF CHINO HILLS, APPROVING THE DESIGN AND PLANS FOR CONSTRUCTION OF THE CANON LANE PAVEMENT REHABILITATION PROJECT PURSUANT TO GOVERNMENT CODE SECTION § 830.6.
     
  4. Authorize staff to solicit bids for construction.
     
  5. Determine the project to be exempt from review under California Environmental Quality Act of 1970, as amended, Public Resources Code Section 21000 et seq. (“CEQA”) pursuant to Section 15301 of CEQA Guidelines.
BACKGROUND/ANALYSIS:
The Canon Lane (Southerly) Pavement Rehabilitation project (ST210010), from Carbon Canyon Road to the southerly terminus, will be included as a part of the approved FY 2020-21 Capital Improvement Program (CIP). This project is a follow-up to the Canon Lane Pavement Rehabilitation project (ST200004) that was recently completed in September. This follow-up portion of Canon Lane is located south of Carbon Canyon Road and will include approximately 0.5 mile of road improvements. 

Staff has completed the construction plans and specifications for the project. The work includes areas of full roadway reconstruction, full-width pavement asphalt grind and overlay, addition of AC berms, concrete removal, and replacement of pavement legends and markers. Staff is requesting the approval of the plans and specifications for this project and authorization to advertise the project for construction. The engineer’s cost estimate for the project is $300,000, including the design, construction contract, contract administration, and 10% for contingencies.
 
ENVIRONMENTAL (CEQA) REVIEW:
The project has been determined to be exempt as a Class 1(c) Categorical Exemption (existing highways and streets, sidewalks, gutters, bicycle and pedestrian trails and similar facilities), pursuant to Section 15301 of Guidelines for the California Environmental Quality Act of 1970, as amended, Public Resources Code Section 21000 et seq.
FISCAL IMPACT:
The current Capital Improvement Program (CIP) has no budget for the Canon Lane (Southerly) Pavement Rehabilitation project. The proposed budget amendment will provide a CIP budget of $300,000 and will decrease the projected Gas Tax Fund Balance by $300,000. There is no anticipated impact on the General Fund with this item.
