SUBJECT:
AUTHORIZE PROFESSIONAL SERVICES AGREEMENT WITH LG2WB ENGINEERS, INC. (LLG) TO PREPARE A TRANSPORTATION PLANNING, TRAFFIC STUDY AND VEHICLE MILES TRAVELED (VMT) ANALYSIS FOR THE SHADY VIEW PROJECT
RECOMMENDATION:
Authorize the execution of a Professional Services Agreement with LLG for a not-to-exceed amount of $36,625 for the preparation of a transportation planning and traffic study for the Shady View project.
BACKGROUND/ANALYSIS:
City staff is currently reviewing a development application from Trumark Homes to develop approximately 130 acres of largely vacant land into a 159-dwelling unit single-family residential development. The project area is located at the southern terminus of Shady View Drive. The development would include a community recreation center, private streets, and approximately 73 acres of private open space. As part of the development, the applicant proposes to relocate existing oil storage tanks from their current location on the eastern side of the property to a proposed location near the western property boundary, south of the proposed extension of Via La Cresta or, alternatively, on a parcel to the west of the project area.
 
LLG is the sole-source provider to the City for transportation planning, and traffic impact studies. The City has determined that a sole-source provider for these services is necessary to ensure a continuity of knowledge about the City’s development and associated traffic patterns, coordinated transportation planning, and systematic traffic mitigation strategies. LLG has provided traffic impact analyses for multiple development projects within the City and works with City staff to ensure that the traffic mitigation improvements for these varied projects are coordinated and complementary in their design and approach. LLG has also been retained to prepare the City’s vehicle miles traveled (VMT) policy in accordance with Senate Bill 743.
 
Pursuant to the professional services agreement, LLG will be preparing a traffic impact analysis for the project to determine the project’s potential impacts to the City’s transportation network, evaluate these impacts for conformance with the General Plan and adopted standards, and identify improvements required to address potential impacts and ensure conformance with the General Plan. LLG will also prepare a VMT analysis that will assess the project’s vehicle trip generating characteristics, identify any potentially significant environmental impacts related to transportation, and recommend potential mitigation measures. The findings of the VMT analysis will be incorporated into the environmental impact report being prepared for the project.
 
ENVIRONMENTAL (CEQA) REVIEW:
This action of authorizing the execution of the agreement is not a project within the meaning of the California Environmental Quality Act (California Public Resources Code §§ 21000, et seq., "CEQA") and Section 15378 of the CEQA Guidelines (Title 14 California Code of Regulations §§ 15000, et seq.) and is therefore not subject to CEQA. This action will not result in any direct or indirect physical change in the environment, because it is only a preliminary action required to provide an impartial study of the transportation and traffic impacts of the proposed project.
FISCAL IMPACT:
There is sufficient funding in the Trust Deposit Account to cover the Fiscal Year 2020/21 cost of the LLG agreement. There is no impact on the General Fund with this item.
