SUBJECT:
AMENDMENT NO. 1 TO PROFESSIONAL SERVICES AGREEMENT A2019-209 WITH TROVAO AND ASSOCIATES, INC. 
RECOMMENDATION:
Authorize the execution of Amendment No. 1 to Agreement No. A2019-209 with Trovao and Associates, Inc., to provide additional holiday decorations and lighting at the McCoy Equestrian and Recreation Center increasing the not-to-exceed amount from $68,887.50 to $73,057.50. 
BACKGROUND/ANALYSIS:
The Community Services Department has had to make necessary public safety changes to the upcoming Winter 2020 recreation program calendar due to the impacts of COVID-19.  All holiday events through the month of December will be hosted at the McCoy Equestrian and Recreation Center parking lot.  Approximately eight programs/events over multiple days and weekends have currently been developed that will require additional holiday decor and lights in the parking lot.  These events will be a combination of drive thru and/or in-person programs pending state's COVID-19 status for the County of San Bernardino.   

On October 22, 2019, City Council authorized the execution of Agreement A2019-209 with Trovao and Associates, Inc. to provide holiday decorations, lighting, and storage services for the McCoy Equestrian and Recreation Center, Chino Hills Community Center, and Chino Hills City Hall.   The contract only included lighting on the barn and residence roof line. Therefore, staff is requesting an amendment to the contract to include additional holiday decorations and lighting at the McCoy Equestrian and Recreation Center Parking Lot at an additional cost of  $4,170.00. 
ENVIRONMENTAL (CEQA) REVIEW:
This proposed action is exempt from review under the California Environmental Quality Act California Public Resources Code §§ 21000, et seq., "CEQA") and CEQA Guidelines (Title 14 California Code of Regulations §§ 15000, et seq.), because it does not involve any commitment to a specific project which could result in a potentially significant physical impact on the environment; and, constitutes an organizational or administrative activity that will not result in direct or indirect physical changes in the environment. Accordingly, this action does not constitute a "project" that requires environmental review (see specifically 14 CCR § 15378(b)(4-5)). 
 
FISCAL IMPACT:
There is sufficient funding in the Community Services operating budget to cover the additional cost of the Trovao and Associates, Inc. The General Fund supports the Community Services Fund through transfers based on actual revenues and expenditures throughout the year.
