SUBJECT:
AGREEMENT WITH CINTAS CORPORATION NO. 2 FOR UNIFORM RENTAL
RECOMMENDATION:
  1. Find that the exception to competitive bidding procedures under Chino Hills Municipal Code (CHMC) Section 3.16.110.E applies to this Agreement because Cintas Corporation No. 2 has an existing contract through Omnia Partners (formerly U.S. Communities), Contract Number R-BB-19002, and the procurement process utilized by Omnia Partners is substantially similar to the provisions of, and achieves the objectives of, the CHMC Chapter 3.16 - Purchasing System.         
     
  2. Authorize the execution of a three-year agreement with two, one-year renewal options, utilizing cooperative Omnia Partners Contract R-BB-19002 with Cintas Corporation No. 2 for uniform rental in an annual not to exceed amount of $15,000 and a total contract not to exceed amount of $75,000.
BACKGROUND/ANALYSIS:
As part of the City’s responsibility to provide uniform services to field staff, Public Works utilizes the services of a uniform rental services company. Over the past several years, the City’s needs for this service have changed, and the existing vendor’s contract and service capabilities are no longer sufficient.
 
Staff sought and obtained competitive pricing from Cintas Corporation No. 2 (Cintas) and discovered that it was in accordance with Omnia Partners Joint Purchasing Contract Number R-BB-19002. The services provided by Cintas with the cooperative contract exceed the requirements of the City and that of the existing capabilities with the current vendor. Pursuant to the City’s Municipal Code Section 3.16.110.E Exceptions to Competitive Bidding Requirements, the City may join into an existing written purchase contract obtained within the last 36 months through competitive bidding prepared by and awarded by a cooperative purchasing entity where the City Council finds that the procurement process utilized by the entity is substantially similar to the provisions of CHMC Chapter 3.16 and achieves the objectives of CHMC Chapter 3.16. The contract with Omnia Partners was awarded on December 18, 2018.
ENVIRONMENTAL (CEQA) REVIEW:
This proposed action is exempt from review under the California Environmental Quality Act (California Public Resources Code §§ 21000, et seq., "CEQA") and CEQA Guidelines (Title 14 California Code of Regulations §§ 15000, et seq.), because it does not involve any commitment to a specific project which could result in a potentially significant physical impact on the environment; and, constitutes an organizational or administrative activity that will not result in direct or indirect physical changes in the environment. Accordingly, this action does not constitute a "project" that requires environmental review (see specifically 14 CCR § 15378(b)(4-5)).  
FISCAL IMPACT:
The agreement is not a commitment to spend; rather a commitment to pricing up to a limited amount, dependent on the operating needs of the City. There is sufficient funding in various Public Works operating budgets to cover the proposed Fiscal Year 2020-21 cost of the Cintas Corporation agreement.  Per-unit pricing is substantially similar to the current rates so there are no budget increases anticipated. Future agreement costs will be budgeted for in the appropriate fiscal year.
