Special Maintenance Area 1 was formed to provide street sweeping services throughout Chino Hills and levy a special service charge to cover the costs of furnishing that service. Special Maintenance Area 2 was formed to provide road maintenance in Sleepy Hollow and is also empowered to collect a special service charge to pay for that benefit.
Annually, the City Council must hold a public hearing to review the cost of operation for Chino Hills Special Maintenance Areas 1 and 2 as presented in the Engineer’s Annual Levy Report and to set the annual assessments on properties within the Districts. On February 11, 2020, the City Council adopted Resolution No. 2020R-009 ordering the Engineer’s Annual Levy Report for FY 2020/21. On May 27, 2020, the City Council set June 23, 2020 as the date for the public hearing.
There has been no change in the annual assessments on those properties remaining in the Chino Hills Special Maintenance Areas 1 and 2. The Engineer’s Annual Levy Report for FY 2020/21, with proposed assessments and the District map, has been on file with the City Clerk’s office since May 27, 2020.
The current annual assessments for Area 1 (Street Sweeping) are $51.71 for each acre of commercial property, $2.34 for each non-commercial property for arterial street sweeping, and $9.76 for each parcel of non-commercial local street sweeping. Area 2 (Sleepy Hollow) assessments are set at an annual amount of $42.00/improved parcel and $24.00/unimproved parcel. These rates have remained constant since the City’s incorporation.
Approval of this item and adoption of the Resolutions will allow the assessment and collection of service charges necessary to continue providing street sweeping throughout the City and road maintenance in Sleepy Hollow.
