SUBJECT:
AGREEMENT WITH EXCEL LANDSCAPE, INC. FOR  WATER PRODUCTION FACILITIES LANDSCAPE AND HARDSCAPE MAINTENANCE
RECOMMENDATION:
Authorize the execution of  a three-year agreement with two, one-year renewal options with Excel Landscape, Inc. (Excel) to provide landscape maintenance services at water production facilities in an amount not to exceed $198,500.
BACKGROUND/ANALYSIS:
The City has 47 water facility sites which include wells, pumps, and booster stations. The sites have landscape and hardscape which require maintenance on a monthly basis.
 
On May 1, 2020, staff released a Request for Proposals (RFP) for landscape and hardscape maintenance services. The RFP was advertised in the Chino Champion Newspaper and posted on the City's website. On May 21, 2020, staff received nine proposals in response to its RFP as follows:
  1. Azteca Landscape, Inc.
  2. Colts Landscaping
  3. Excel Landscape, Inc.
  4. L. Barrios & Associates
  5. Landscape Pro Services
  6. Lawnscape Systems, Inc.
  7. Mariposa Landscape
  8. Quality Sprayers, Inc.
  9. S.C. Yamamoto, Inc.
Staff evaluated the proposals based upon approach to work and staffing, reports of references, and willingness to accept the terms of the City's standard Maintenance Services Agreement. Staff conducted interviews with the top two companies and after careful consideration, staff recommends approval of a three-year agreement with two, one-year renewal options to extend the agreement with Excel Landscape, Inc.
 
The agreement will include monthly maintenance in the amount of $3,100 and an annual amount of $2,500 for irrigation repairs for a total annual amount of $39,700. If the agreement is extended for the full five years, the total not-to-exceed amount is $198,500.
ENVIRONMENTAL (CEQA) REVIEW:
The proposed project is categorically exempt from the requirements of the California Environmental Quality Act (CEQA) pursuant to Title 14 California Code of Regulations 15301 (h) as a Class 1 categorical exemption (Existing Facilities). The project involves maintenance of existing landscape and is not anticipated to have any significant impacts with regard to traffic, noise, air quality, or water quality.
FISCAL IMPACT:
There is sufficient funding in the Water Production operating budget to cover the Fiscal Year 2020-21 cost of the Excel Landscaping agreement. Future agreement costs will be budgeted in the appropriate fiscal year. There is no impact to the General Fund with this item.
