SUBJECT:
NOTICE OF COMPLETION - SOQUEL CANYON PARKWAY PAVEMENT REHABILITATION PROJECT
RECOMMENDATION:
  1. Accept the Soquel Canyon Parkway Pavement Rehabilitation project by R.J. Noble as complete.
     
  2. Authorize the City Clerk to cause the Notice of Completion to be recorded.
     
  3. Authorize the release of retention monies in the amount of $64,702.89, forty-five days after acceptance of the work by the City Council.
     
  4. Authorize the release of any remaining encumbrance after final payment of retention.
     
  5. Reduce the amount of the Performance Bond to 15% for warranty purposes for a period of one year.
     
  6. Authorize the release of the Labor and Materials Bond seven months after project acceptance.
BACKGROUND/ANALYSIS:
On August 13, 2019, the City Council awarded a contract to R.J. Noble in the amount of $1,182,979 for the Soquel Canyon Parkway Pavement Rehabilitation project. The City Council also provided authorization for the City Manager to approve change orders up to a cumulative amount of $118,298, or 10% of the contract amount. Construction began on September 16, 2019, and was substantially complete on February 14, 2020. 
 
The completed work consists of asphalt concrete pavement removal and overlay, adjustment of utility manholes, water valve cans, and re-striping (including a buffered bike lane) on Soquel Canyon Parkway between Pipeline Avenue and Pomona Rincon Road. The traffic signals were also upgraded to video detection.
 
At the completion of the work, quantities estimated in the bid documents had to be adjusted to reflect the actual field measurements. Change Orders No. 1 and 2 were below 10% of the original contract cost and were approved by the City Manager. The change orders include a complete list of all quantity adjustments, as well as additional items, all of which result in the final contract amount as follows:

Revised Contract $1,294,057.80
 
Phase II of this project consists of the remaining segment of Soquel Canyon Parkway between Pomona Rincon Road and Fairfield Ranch Road.  Phase II will take place next fiscal year.  
ENVIRONMENTAL (CEQA) REVIEW:
At the June 11, 2019, City Council meeting, the project was determined to be exempt as a Class 1(c) Categorical Exemption, (existing highway and streets, sidewalks, gutters, bicycle and pedestrian trails, and similar facilities), pursuant to Section 15301 of Guidelines for the California Environmental Quality Act of 1970, as amended, Public Resources Code section 21000 et seq.

The total estimated cost for this project is as follows:

The current Capital Improvement Program has $2,500,000 budgeted for the Soquel Canyon Parkway Pavement Rehabilitation project.  There is no anticipated impact on the General Fund with this item.  The funds available for this project are as follows:
