Authorize the issuance of a Request for Proposals related to Solid Waste Consulting Services.
The City of Chino Hills is currently in the final year of an exclusive solid waste collection franchise with Taormina Industries L.L.C./Republic Services, Inc. for residential and commercial collection and recycling services. The initial 10 year agreement for residential and commercial solid waste collection was executed in February 2001 and after multiple amendments and extensions expires January 31, 2021.
Due to the complexities associated with the solid waste industry and regulations imposed by a variety of governmental agencies, staff believes it is appropriate to secure the services of a professional consultant that specializes in all aspects of solid waste services. The consultant will possess extensive experience and knowledge of regulations impacting solid waste and recycling collection operations, including: universal waste; designated waste; e-waste; construction and demolition waste; hazardous waste; recyclables; and organic waste. The consultant will also have extensive knowledge of solid waste franchise agreements, including regulations, environmental challenges, best management practices, industry standards, service options and rate structures.
Staff expects that the selected consultant will evaluate the City’s unique solid waste service needs in conjunction with Chino Hills’ current franchise agreement and industry standards. In addition, the consultant will draft a Request for Proposals for new potential franchisees and then assist with circulating and evaluating those proposals.
If approved, this Request for Proposals will be posted on the City's website and distributed on May 14, 2020, with complete proposals due to the City Clerk by 4:00 pm on June 11, 2020.
The project has been determined to be exempt as a Class 1(b) Categorical Exemption (existing facilities of both investor and publicly owned utilities used to provide electric power, natural gas, sewage, or other public utility services), pursuant to Section 15301 of Guidelines for the California Environmental Quality Act of 1970, as amended, Public Resources Code Section 21000 et seq.
There is sufficient funding in the City Manager’s Admin operating budget to cover the Fiscal Year 2019-20 advertising costs associated with this Request for Proposals process. Future contract costs will be budgeted for in the appropriate fiscal year.
