SUBJECT:
AWARD OF CONTRACT - VALLE VISTA DRIVE/BAYBERRY DRIVE REHABILITATION PROJECT
RECOMMENDATION:
  1. Award a contract to All American Asphalt in the amount of $637,229 for the Valle Vista Drive/Bayberry Drive Pavement Rehabilitation project.
     
  2. Authorize staff to issue a Notice of Award.
     
  3. Authorize staff to accept the performance and payment bonds, proof of insurance, and issue a Notice to Proceed upon receipt and acceptance of same.
     
  4. Authorize the City Manager, at his discretion, to approve cumulative change orders up to 10% ($63,723) of the awarded contract amount.
BACKGROUND/ANALYSIS:
On February 11, 2020, the City Council approved the plans and specifications for the Valle Vista Drive/Bayberry Drive Pavement Rehabilitation project and adopted Resolution No. 2020R-005 approving the design and authorizing staff to solicit bids for construction.This project includes full-width pavement asphalt grind and overlay, selective full depth asphalt concrete replacement, restoration of striping, ADA ramps, and pavement legends and markers on the Valle Vista Drive/Bayberry Drive loop west of Peyton Drive. 
 
On March 26, 2020, nine bids were received and are summarized as follows:

7.  Sully Miller Contracting, Inc. $774,500.00
8.  United Paving Co. $833,409.66
9.  Vance Corporation $898,560.00
 
As shown above, All American Asphalt ("AAA) of Corona submitted the lowest base bid and is the apparent low bidder. 
 
Staff received favorable reports from references regarding the work performed by AAA. They have recently completed excellent paving work on both Rolling Ridge Drive and Pine Avenue. Staff recommends the City Council award them a contract in the amount of $637,229.
ENVIRONMENTAL (CEQA) REVIEW:
At the February 11, 2020, City Council meeting, the project was determined to be exempt as a Class 1(c) Categorical Exemption (existing highways and streets, sidewalks, gutters, bicycle and pedestrian trails, and similar facilities), pursuant to Section 15301 of Guidelines for the California Environmental Quality Act of 1970, as amended, Public Resources Code section 21000 et seq.
FISCAL IMPACT:
The total estimated cost for this project is as follows:

The current Capital Improvement Program has $905,000 budgeted for the Valle Vista Drive/Bayberry Drive Pavement Rehabilitation project. There is no anticipated impact on the General Fund with this item. The funds available for this project are as follows:
