Staff is currently reviewing a development application from Greening Family, LLC to develop 354 medium density residential apartment units (13 two-story residential carriage buildings, 12 three-story residential buildings and 2 clubhouses). The project is located north of Los Serranos Boulevard/Valle Vista Drive and south of Lake Los Serranos between Pipeline and Ramona at 15303 Country Club Drive.
ECORP Consulting, Inc. is currently preparing a Mitigated Negative Declaration for the Rancho Cielito Project in accordance with CEQA Guidelines, including the preparation of the necessary CEQA documentation and related technical studies. The contract amendment allows for the consultant to conduct focused biological surveys for sensitive species that may currently occupy the site for habitat or nesting purposes. ECORP has already prepared a biological survey of the site as part of the CEQA process and these additional surveys are a required to complete the CEQA review process, Consequently, for continuity purposes the City requested a bid from ECORP Consulting, Inc. to conduct the focused biological surveys and no competitive bids were sent out for the required biological surveys.
ECORP Consulting, Inc. was selected as the CEQA consultant for the project because the firm has a high level of experience and expertise with preparing related environmental documents. Their proposed cost is competitive and consistent with the cost for recent surveys conducted in the City by other consultants.
