SUBJECT:
AGREEMENT WITH SAN BERNARDINO COUNTY FOR PARTICIPATION IN CAL-ID PROGRAM
 
RECOMMENDATION:
Authorize the City Manager to execute a 10 year agreement with San Bernardino County for continued participation in the CAL-ID program through June 30, 2030.
BACKGROUND/ANALYSIS:
On June 22, 2010, City Council authorized an agreement with San Bernardino County for participation in the San Bernardino CAL-ID program. The CAL-ID Telecommunications Network program was established in 1985 by the California Department of Justice (DOJ) to serve as a statewide Automated Fingerprint Identification System (AFIS) to provide fingerprint identification services to law enforcement agencies. San Bernardino CAL-ID was formed in 1986 to provide fingerprint services to San Bernardino County and its member agencies. Identification services provided by CAL-ID include: ten-print identification, latent print operations, identity verification, facial recognition, mobile iris pilot project, and DNA casework.
 
Annually, each San Bernardino CAL-ID member-agency is assessed a fee of $1.18 per capita based on population figures from the Department of Finance. The assessment fee for the City of Chino Hills for Fiscal Year 2020/21 is $99,549.52.

Continued participation in this program provides an invaluable resource in identification services to our local Sheriff’s department, neighboring law enforcement agencies, the County and State as a whole. Therefore, staff recommends continued participation in the CAL-ID program.
ENVIRONMENTAL (CEQA) REVIEW:
This proposed action is exempt from review under the California Environmental Quality Act (California Public Resources Code §§ 21000, et seq., "CEQA") and CEQA regulations (14 California Code Regulations §§ 15000, et seq.) because it constitutes an organizational or administrative activity that will not result in direct or indirect physical changes in the environment. Accordingly, this action does not constitute a "project" that requires environmental review (see specifically 14 CC § 15378 (b)(4-5)).
FISCAL IMPACT:
The proposed Fiscal Year 2020-21 budget will include sufficient funding in the City Manager Public Safety budget to cover the cost of the CAL-ID agreement. Future contract costs will be budgeted for in the appropriate fiscal year.
