SUBJECT:
ACCEPTANCE OF THE SAN BERNARDINO COUNTY TRANSPORTATION AUTHORITY TRANSPORTATION DEVELOPMENT ACT GRANT FOR THE LOS SERRANOS SAFE ROUTES TO SCHOOL EAST PROJECT
RECOMMENDATION:
Accept the San Bernardino County Transportation Authority (SBCTA) Transportation Development Act (TDA) grant in the amount of $249,997.
BACKGROUND/ANALYSIS:
In May 2019, the City submitted an application to SBCTA for a TDA grant. The City requested $249,997 for the proposed Los Serranos Safe Routes to Schools East project. The project includes the construction of sidewalks, curbs, gutters, and driveway ramp paving. Proposed work will be in accordance with the Americans with Disabilities Act (ADA) for adequate access ramps along the following three roadway segments:
  • 884 LF sidewalk along El Molino Boulevard (south side from Montecito Drive to Los Serranos Boulevard
  • 714 LF sidewalk along Lugo Avenue (south side from Del Norte to Valle Vista Drive)
  • 602 LF sidewalk along Gird Avenue (south from Del Norte Avenue to Valle Vista Drive)
In July 2019, the City received notification that its application was successful. The grant funding is on a reimbursable basis in the amount of $249,997. The total project cost estimate is $547,652. The City’s match in the amount of $297,655 will come from FY 2020-21 Community Development Block Grant (CDBG) allocation. The project will be included in the FY 2020-21 Capital Improvement Program (CIP) budget.
ENVIRONMENTAL (CEQA) REVIEW:
This action is not a project within the meaning of the California Environmental Quality Act (California Public Resources Code §§ 21000, et seq., “CEQA”) and CEQA Guidelines (Title 14 California Code of Regulations §§ 15000, et seq.) Section 15378 and is therefore exempt from CEQA. It will not result in any direct or indirect physical change in the environment because it is only an acceptance of a grant.
FISCAL IMPACT:
There is no anticipated impact on the General Fund with this item. The Los Serranos Safe Routes to Schools East project will be included in the FY 2020-21 CIP budget. The funding sources will be $249,997 SBCTA TDA grant and $297,655 CDBG, which will result in a total project budget of $547,652.
