SUBJECT:
AMENDMENT TO THE CAPITAL IMPROVEMENT PROGRAM TO INCLUDE THE LOCAL ROADWAY SAFETY PLAN PROJECT
RECOMMENDATION:
  1. Accept a Local Roadway Safety Plan (LRSP) grant in the amount of $72,000. 
     
  2. Amend the FY 2019-20 Capital Improvement Program (CIP) to include the Local Roadway Safety Plan project.
     
  3. Adopt a resolution entitled: A RESOLUTION OF THE CITY OF CHINO HILLS, CALIFORNIA, ADOPTING A BUDGET AMENDMENT FOR FISCAL YEAR 2019-20 INCREASING THE MISCELLANEOUS GRANTS FUND BUDGET BY $72,000 AND INCREASING THE GAS TAX FUND BUDGET BY $8,000 FOR THE LOCAL ROADWAY SAFETY PLAN PROJECT
BACKGROUND/ANALYSIS:
In October 2019, the City submitted an application through Caltrans for a Local Roadway Safety Plan (LRSP) grant. The grant will be used to develop a Local Roadway Safety Plan that will identify safety issues within the City’s transportation systems and recommend safety improvements that will mitigate the number of collisions the City experiences. The estimated cost of this project is $80,000.
 
In December 2019, the City received notification that its application was successful. The grant funding is on a reimbursable basis in the amount of $72,000. The City's local match for this grant is $8,000. 
 
Staff is asking the City Council to accept the grant and create the Local Roadway Safety Plan project. In doing so, the City Council is also asked to appropriate the necessary funding for the grant amount and the local match funds.   
ENVIRONMENTAL (CEQA) REVIEW:
This action is not a project within the meaning of the California Environmental Quality Act (California Public Resources Code §§ 21000, et seq., “CEQA”) and CEQA Guidelines (Title 14 California Code of Regulations §§ 15000, et seq.) Section 15378 and is therefore exempt from CEQA.  It will not result in any direct or indirect physical change in the environment because it is only an amendment to the CIP budget.
 
FISCAL IMPACT:
The proposed budget amendment will increase the revenue and expenditure budget in the Miscellaneous Grants Fund by $72,000 and increase the expenditure budget in the Gas Tax Fund by $8,000 for the Local Roadway Safety Plan project. This would result in a zero net effect on the Miscellaneous Grants fund balance and decrease the Gas Tax fund balance by $8,000. There is no anticipated impact on the General Fund with this item.
