SUBJECT:
SB 1 ROAD MAINTENANCE AND REHABILITATION ACCOUNT FUNDED PROJECT LIST
RECOMMENDATION:
Adopt a Resolution entitled:  A RESOLUTION OF THE CITY OF CHINO HILLS,  ADOPTING A LIST OF PROJECTS FOR FISCAL YEAR 2020-21 FUNDED BY SB 1: THE ROAD REPAIR AND ACCOUNTABILITY ACT OF 2017.
BACKGROUND/ANALYSIS:
On April 28, 2017, the Governor signed Senate Bill 1 (SB 1), which is known as the Road Repair and Accountability Act of 2017. The City of Chino Hills is eligible to receive the Road Maintenance and Rehabilitation Account (RMRA) funding through SB 1 Local Streets and Roads Program. 
 
Per the California Transportation Commission (CTC) adopted 2019 Local Streets and Roads Funding Program Guidelines, the City must adopt, by resolution, a list of projects proposed to receive funding from the SB 1 RMRA and submit the project list to CTC by May 1, 2020.   
 
The City’s estimated FY 2020-21 SB1 RMRA revenue is $1,593,370. The estimated rollover from the FY 2019-20 revenues is $466,630. The total available RMRA funding for FY 2020-21 is $2,060,000. Staff suggests budgeting $700,000 for the Chino Avenue Pavement Rehabilitation project, $1,110,000 for the Grand Avenue Pavement Rehabilitation project, and $250,000 for the Glen Ridge Drive Pavement Rehabilitation project.   
 
Therefore, staff is asking the City Council to adopt a resolution adopting a list of projects for FY 2020-21 funded by SB 1 RMRA funding.
ENVIRONMENTAL (CEQA) REVIEW:
This action is not a project within the meaning of the CEQA Guidelines Section 15378 and is, therefore, exempt from CEQA as it is an administrative action that will not result in any direct or indirect physical change in the environment. 
FISCAL IMPACT:
There is no impact on the General Fund with this item. The Chino Avenue Pavement Rehabilitation project, the Grand Avenue Pavement Rehabilitation project, and the Glen Ridge Drive Pavement Rehabilitation project will be included in the proposed FY 2020-21 Capital Improvement Program budget in the amount of $700,000, $1,110,000, and $250,000, respectively. Funding for all three projects will be provided by SB1 RMRA funding.
