SUBJECT:
AUTHORIZE PROFESSIONAL SERVICES AGREEMENT WITH ECORP CONSULTING, INC. TO PREPARE AND PROCESS A MITIGATED NEGATIVE DECLARATION REPORT IN COMPLIANCE WITH THE CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) FOR THE RESERVE AT CHINO HILLS PROJECT
RECOMMENDATION:
Authorize the execution of a Professional Services Agreement with ECORP Consulting, Inc. for a not-to-exceed amount of $49,835 to prepare and process a Mitigation Negative Declaration Report in compliance with CEQA for the Reserve at Chino Hills Project.
BACKGROUND/ANALYSIS:
Staff is currently reviewing a development application from Decron properties to develop the remaining 42 units within the Reserve at Chino Hills (formerly Village Crossings) apartment complex that was approved by the County in 1987. The project is located on a sliver of vacant property between the existing Village Crossing apartment complex and State Highway 71. The proposal includes 14 three-story triplex units, 28 two-story townhouse units, 42 detached two-car garages, and 21 guest stalls.
 
A CEQA review is required for the proposed project. Staff requested proposals for preparation of the CEQA documents from four firms on the City's approved On-call Environmental, Planning, and Related Consultant Services RFQ list. ECORP was selected to prepare the required Mitigated Negative Declaration for the Project in accordance with CEQA and the City’s CEQA implementation policies and guidelines, including the preparation of the necessary CEQA documentation and related technical studies.
 
ECORP was selected because the firm has a high level of experience and expertise with preparing related environmental documents, including projects within the City. Their proposed cost is competitive and consistent with the cost for recent environmental reviews in the City by other consultants.  
ENVIRONMENTAL (CEQA) REVIEW:
This action of authorizing the execution of the agreement is not a project within the meaning of the California Environmental Quality Act (California Public Resources Code §§ 21000, et seq., "CEQA") and CEQA Guidelines (Title 14 California Code of Regulations §§ 15000, et seq.) Section 15378 and is therefore exempt from CEQA. It will not result in any direct or indirect physical change in the environment, because it is only a preliminary action required in order to study the proposed project.
FISCAL IMPACT:
There is sufficient funding in the TDA Pass Thru Fund budget to cover the Fiscal Year 2019/20 cost of the ECORP Consulting, Inc. There is no impact on the General Fund with this item.
