SUBJECT:
AWARD OF CONTRACT - PIPELINE AVENUE (CHINO HILLS PARKWAY TO GLEN RIDGE DRIVE) PAVEMENT REHABILITATION PROJECT
RECOMMENDATION:
  1. Award a contract to All American Asphalt in the amount of $219,894 for the Pipeline Avenue (between Chino Hills Parkway and Glen Ridge Drive) Pavement Rehabilitation project.
     
  2. Authorize staff to issue a Notice of Award. 
     
  3. Authorize staff to accept the performance and payment bonds, proof of insurance, and issue a Notice to Proceed upon receipt and acceptance of same.
     
  4. Authorize the City Manager, at his discretion, to approve cumulative change orders up to 10% ($21,989) of the awarded contract amount.
BACKGROUND/ANALYSIS:
On December 10, 2019, the City Council approved the plans and specifications for the Pipeline Avenue (Chino Hills Parkway to Glen Ridge Drive) Pavement Rehabilitation project and adopted Resolution No. 2019R-085 approving the design and authorizing staff to solicit bids for construction.
 
On January 23, 2020, six bids were received and are summarized as follows:

3. Sequel Contractors, Inc. $249,915
4. Onyx Paving Company, Inc. $252,000
5. R.J. Noble Company $259,715
6. Gentry Brothers, Inc. $265,125
 
As shown above, All American Asphalt of Corona submitted the lowest base bid and is the apparent low bidder. 
 
Staff received favorable reports from references regarding the work performed by All American Asphalt and recommends that the City Council award them a contract in the amount of $219,894.
 
ENVIRONMENTAL (CEQA) REVIEW:
At the December 10, 2019, City Council meeting, the project was determined to be exempt as a Class 1(c) Categorical Exemption (existing highways and streets, sidewalks, gutters, bicycle and pedestrian trails, and similar facilities), pursuant to Section 15301 of Guidelines for the California Environmental Quality Act of 1970, as amended, Public Resources Code section 21000 et seq.
FISCAL IMPACT:
The total estimated cost for this project is as follows:

The current Capital Improvement Program has $500,000 budgeted for the Pipeline Avenue (Chino Hills Parkway to Glen Ridge Drive) Pavement Rehabilitation project. There is no impact on the General Fund with this item. The fund available for this project is as follows:
