SUBJECT:
AWARD OF CONTRACT - SLATE DRIVE PAVEMENT REHABILITATION PROJECT
RECOMMENDATION:
  1. Award a contract to Copp Contracting, Inc. in the amount of $301,287.10 for the Slate Drive Pavement Rehabilitation project.
     
  2. Authorize staff to issue a Notice of Award.
     
  3. Authorize staff to accept the performance and payment bonds, proof of insurance, and issue a Notice to Proceed upon receipt and acceptance of same. 
     
  4. Authorize the City Manager, at his discretion, to approve cumulative change orders up to 10% ($30,129) of the awarded contract amount.
BACKGROUND/ANALYSIS:
On October 22, 2019, the City Council approved the plans and specifications for the Slate Drive Pavement Rehabilitation project and adopted Resolution No. 2019R-075 approving the design and authorizing staff to solicit bids for construction.
 
On December 19, 2019, nine bids were received and are summarized as follows:

 4. Onyx Paving Company, Inc. $333,000.00

 7. Gentry Brothers, Inc. $397,067.25
 8. All American Asphalt, Inc. $399,777.00
 9. United Paving Co. $408,960.76
 
As shown above, Copp Contracting, Inc. of Buena Park submitted the lowest base bid and is the apparent low bidder. 
 
Staff received favorable reports from references regarding the work performed by Copp Contracting, Inc. and recommends that the City Council award them a contract in the amount of $301,287.10.
ENVIRONMENTAL (CEQA) REVIEW:
At the October 22, 2019, City Council meeting, the project was determined to be exempt as a Class 1(c) Categorical Exemption (existing highways and streets, sidewalks, gutters, bicycle and pedestrian trails, and similar facilities), pursuant to Section 15301 of Guidelines for the California Environmental Quality Act of 1970, as amended, Public Resources Code section 21000 et seq.
FISCAL IMPACT:
The total estimated cost for this project is as follows:

The current Capital Improvement Program has $750,000 budgeted for the Slate Drive Pavement Rehabilitation project. There is no anticipated impact on the General Fund with this item. The funds available for this project are as follows:
