SUBJECT:
PLANS AND SPECIFICATIONS - VALLE VISTA DRIVE/BAYBERRY DRIVE PAVEMENT REHABILITATION PROJECT
RECOMMENDATION:
  1. Adopt a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHINO HILLS, CALIFORNIA, APPROVING THE DESIGN AND PLANS FOR CONSTRUCTION OF THE VALLE VISTA DRIVE/BAYBERRY DRIVE PAVEMENT REHABILITATION PROJECT PURSUANT TO GOVERNMENT CODE SECTION §830.6.
     
  2. Authorize staff to solicit bids for construction.
     
  3. Determine the project to be exempt from review under California Environmental Quality Act of 1970, as amended, Public Resources Code Section 21000 et seq. (“CEQA”) pursuant to Section 15301 of CEQA Guidelines.
BACKGROUND/ANALYSIS:
The Valle Vista Drive/Bayberry Drive Pavement Rehabilitation project (“project”), from Peyton Drive to Peyton Drive making a loop (Exhibit A), is included as a part of the approved FY 2019-20 Capital Improvement Program (CIP). Staff has completed the construction plans and specifications for the project. The work includes full-width pavement asphalt grind and overlay, selective full depth AC replacement, restoration of striping, ADA ramps, and pavement legends and markers.
 
On February 12, 2019, staff requested and received approval of the plans and specifications for this project, as well as authorization to advertise the project for construction. At the time, the City Council rejected all bids due to insufficient timing for the project to be completed before students returned to school. It was determined that this project be brought back to the City Council in year 2020.
 
Minor changes have been made related to specifications for date changes. Staff is requesting the approval of the plans and specifications for this project and authorization to advertise the project for construction. The engineer’s cost estimate for the project is $905,000 including the design, construction contract, contract administration, and 10% for contingencies.
ENVIRONMENTAL (CEQA) REVIEW:
The project has been determined to be exempt as a Class 1(c) Categorical Exemption (existing highways and streets, sidewalks, gutters, bicycle and pedestrian trails and similar facilities), pursuant to Section 15301 of Guidelines for the California Environmental Quality Act of 1970, as amended, Public Resources Code Section 21000 et seq.
FISCAL IMPACT:
The current Capital Improvement Program has $905,000 budgeted for the Valle Vista Drive/Bayberry Drive Pavement Rehabilitation project. There is no anticipated impact on the General Fund with this item.
