SUBJECT:
AUTHORIZE PROFESSIONAL SERVICES AGREEMENT WITH LG2WB ENGINEERS, INC. (LLG) FOR THE RANCHO CIELITO PROJECT
RECOMMENDATION:
Authorize the execution of a Professional Services Agreement with LG2WB Engineers, Inc., (LLG) for a not-to-exceed amount of $48,875 for the preparation of a Traffic Impact Study for the Rancho Cielito project. 
BACKGROUND/ANALYSIS:
Staff is currently reviewing a development application from Rolling Ridge Ranch to develop 354 multi-family apartments on a 48.37 acre site. The site consists of 29.50 acres of land and the 18.87 acre Lake Los Serranos. To facilitate staff’s review of the potential project traffic impacts, staff has contacted LLG to prepare a Traffic Impact Study for the project. This technical report will be incorporated into the CEQA documentation for the project. Because of their specific experience with projects within the vicinity of the project site, the City Traffic Engineer recommends contracting directly with LLG to ensure continuity in the review of traffic impacts and potential mitigation measures. LLG submitted a proposal on the project and is one of the firms on the City's approved On-call Environmental and Planning Related Consultant Services RFQ list. Their proposed cost is competitive and consistent with the cost for recent environmental reviews in the City by other consultants. Exhibit A presents the scope of work for the Traffic Impact Study and Exhibit B presents the compensation for the study's preparation. (See attachments.)
ENVIRONMENTAL (CEQA) REVIEW:
This action of authorizing the execution of the agreement is not a project within the meaning of the California Environmental Quality Act (California Public Resources Code §§ 21000, et seq., "CEQA") and CEQA Guidelines (Title 14 California Code of Regulations §§ 15000, et seq.) Section 15378 and is therefore exempt from CEQA. It will not result in any direct or indirect physical change in the environment, because it is only a preliminary action required in order to study the proposed project.
FISCAL IMPACT:
There is sufficient funding in the Trust Deposit Account to cover the Fiscal Year 2019/20 cost of the LLG agreement. There is no fiscal impact to the General Fund.
