SUBJECT:
LOS SERRANOS TRANSIT ACCESS PROJECT - FAIRWAY BOULEVARD BETWEEN YORBA AVENUE AND CARMELITA AVENUE
RECOMMENDATION:
  1. Adopt a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHINO HILLS, CALIFORNIA, APPROVING THE DESIGN AND PLANS FOR CONSTRUCTION OF THE LOS SERRANOS TRANSIT ACCESS PROJECT PURSUANT TO GOVERNMENT CODE SECTION § 830.6.
     
  2. Authorize staff to solicit bids for construction. 
     
  3. Determine the project to be exempt from review under California Environmental Quality Act of 1970, as amended, Public Resources Code Section 21000 et seq. (“CEQA”) pursuant to Section 15301 of CEQA Guidelines.
BACKGROUND/ANALYSIS:
The Los Serranos Transit Access Project (“Project”), located on Fairway Boulevard between Yorba Avenue and Carmelita Avenue (Exhibit A), is included as a part of the approved FY 2019-20 Capital Improvement Program (CIP). Staff has completed the construction plans and specifications for the project. The work includes reconstruction of full-width asphalt pavement, installation of curb and gutter, sidewalks, new driveways, improvements on private property to make homeowners’ driveways meet new improvements and/or rebuild gates, walls, etc., restoration of striping, ADA ramps, and pavement legends and markers.
 
Staff is requesting approval of the plans and specifications for this project as well as authorization to advertise the project for construction. The engineer’s cost estimate for the project is $344,000, including the design, construction contract, contract administration and 10% for contingencies. The current budget is $240,000, and staff will request a budget adjustment upon receiving bids. 
ENVIRONMENTAL (CEQA) REVIEW:
The project has been determined to be exempt as a Class 1(c) Categorical Exemption (existing highways and streets, sidewalks, gutters, bicycle and pedestrian trails and similar facilities), pursuant to Section 15301 of Guidelines for the California Environmental Quality Act of 1970, as amended, Public Resources Code Section 21000 et seq.
 
FISCAL IMPACT:
The current Capital Improvement Program has $240,000 budgeted for the Los Serranos Transit Access Project. Staff will request an additional appropriation from Measure I funds when the award of contract is submitted to City Council for approval. There is no anticipated impact on the General Fund with this item.
