SUBJECT:
TRACT MAP 17653 (BRISTOL LANE), LOCATED AT THE NORTHWEST CORNER OF SOQUEL CANYON AND POMONA RINCON ROAD
RECOMMENDATION:
  1. Approve Tract Map 17653 consisting of a 27 single-family residential dwelling unit/home development and authorize its acceptance.
     
  2. Approve and authorize execution of the Subdivision Improvement Agreement.
     
  3. Authorize acceptance of the following improvement securities:

  2. Authorize the City Clerk to cause Tract Map 17653 to be recorded.
BACKGROUND/ANALYSIS:
On April 11, 2006, the City Council approved General Plan Amendment 05GPA02, Zone Change 05ZC01, Tentative Tract Map 17653, and Design Review 284. The approved project proposed the development of 27 single-family residential lots with single-family detached dwelling units. Tentative Tract Map 17653 remained undeveloped following the project approval until it and Tentative Tract Map 17654 were acquired by the applicant, Trumark Homes, and incorporated into a mixed use project. On February 23, 2016, the City Council approved General Plan Amendment 14GPA02, Zone Change 14ZC02, Tentative Tract Map 19904, and Site Plan Review 14SPR04 for the development of the mixed use project consisting of 110 residential units (42 attached townhomes and 68 small lot detached single-family residences) and 18,000 square feet of retail, restaurant, and office uses. The applicant has named the mixed use project, which also includes Tract Maps 17653 and 17654 (27 and 12 single-family dwelling units, respectively), Bristol Lane.
 
The applicant has completed the Final Map review process and all applicable conditions have been met as recommended by the corresponding departments of the City of Chino Hills.  With the acceptance of the Tract Map and payment of the taxes, the map will be recorded.  If the City Council finds that the map conforms to all required conditions approval and the applicable requirements of the Subdivision Map Act and Chino Hills Municipal Code, the City Council is required to approve the map pursuant to Section 66458 of the Subdivision Map Act.

ENVIRONMENTAL (CEQA) REVIEW:
As part of the approval of Tentative Tract Map 17653 in April 2006, it was determined that the project was exempt from further environmental review pursuant to Section 15162 of the California Environmental Quality Act as the project was within the project scope of an environmental document adopted on November 15, 2005, for the Soquel Canyon Crossings shopping center project (Site Plan Review 05SPR03 and Tentative Parcel Map 17412).  This action of approving the Final Map is a necessary action included within the scope of the prior environmental review and is not subject to review under CEQA because it is a ministerial action.
FISCAL IMPACT:
There is no fiscal impact associated with this agenda item.
