The regular meeting of the Planning Commission for January 18, 2022, will be conducted in-person and remotely through Zoom temporarily in response to the surge of Omicron cases and the Planning Commission may make a finding that certain conditions exist to continue conducting public meetings via teleconferencing pursuant to Government Code Section 54953(e).

Emails and documents submitted will be considered a public document and are subject to posting on the City's website. Similarly, email addresses of attendees are captured by the zoom software and are subject to the Public Records Act.

TEMPORARY AUTHORIZATION OF TELECONFERENCING

RECOMMENDED ACTION: That the Planning Commission consider adopting a resolution that reads as follows:
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF CHINO HILLS FINDING THAT CERTAIN CONDITIONS EXIST TO TEMPORARILY CONDUCT PUBLIC MEETINGS VIA TELECONFERENCING PURSUANT TO GOVERNMENT CODE SECTION 54953(e) DUE TO THE SURGE CAUSED BY THE OMICRON VARIANT.

PUBLIC COMMENTS:   At this time members of the public may address the Planning Commission regarding any items within the subject matter jurisdiction of the Planning Commission, whether or not the item appears on the agenda, except testimony on Public Hearing items must be provided during those hearings.  Please complete and submit a speaker card to the Planning Commission Secretary.  Comments will be limited to three minutes per speaker.
 
CONFLICT OF INTEREST / EX PARTE COMMUNICATION ANNOUNCEMENTS:  For conflicts of interest, Commissioner abstentions shall be stated at this time for recordation on the appropriate item.  For ex parte communications, Commissioners shall state their intent to report on any ex parte communications applicable to public hearings on the current agenda.

CONSENT ITEMS:   All matters listed on the Consent Calendar are considered routine by the Planning Commission and may be enacted by one motion in the form listed below. There will be no separate discussion of these items unless, before the Planning Commission votes on the motion to adopt, Members of the Planning Commission, staff or the public request the matter to be removed from the Consent Calendar for separate action. Removed consent items will be discussed immediately after the adoption of the balance of the Consent Calendar.
 
 
5a. CONSIDERATION OF THE MINUTES OF THE DECEMBER 21, 202 REGULAR MEETING
RECOMMENDED ACTION: Approve as submitted.

DISCUSSION ITEMS -  This portion of the Planning Commission Agenda is for all matters where staff and public participation is anticipated.  Please complete and submit a speaker card to the Planning Commission Secretary.  Individual audience participation is limited to three minutes.  
 
 
6a. REVIEW OF EX PARTE COMMUNICATIONS POLICY
RECOMMENDED ACTION: That the Planning Commission review the attached Planning Commission Ex Parte Communications Policy and provide direction to staff if changes should be made.

PUBLIC HEARINGS -   This portion of the Planning Commission Agenda is for all matters that legally require an opportunity for public input.  Please complete and submit a speaker card to the Planning Commission Secretary.  Individual audience participation is encouraged and is limited to three minutes.

CONSIDERATION OF RECOMMENDATION TO ADOPT A MITIGATED NEGATIVE DECLARATION AND MITIGATION MONITORING REPORTING PROGRAM UNDER THE CALIFORNIA ENVIRONMENTAL QUALITY ACT AND TO APPROVE TENTATIVE PARCEL MAP 20343, SITE PLAN REVIEW 17SPR02, MINOR VARIANCE 17MNV02, FOR DEVELOPMENT OF A MULTIFAMILY RESIDENTIAL PROJECT CONSISTING OF 354 APARTMENT UNITS (RANCHO CIELITO) LOCATED NORTH OF LOS SERRANOS BOULEVARD/VALLE VISTA DRIVE AND SOUTH OF THE LAKE LOS SERRANOS CLUB
RECOMMENDED ACTION: That the Planning Commission receive a staff report, continue the public hearing, and consider adoption of a resolution entitled:
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF CHINO HILLS ADOPTING A MITIGATED NEGATIVE DECLARATION AND APPROVING TENTATIVE TRACT MAP NO. 20343, SITE PLAN REVIEW 17SPR02 AND MINOR VARIANCE 17MNV02 FOR DEVELOPMENT OF 354 APARTMENT UNITS (RANCHO CIELITO) LOCATED NORTH OF LOS SERRANOS BOULEVARD/VALLE VISTA DRIVE AND SOUTH OF THE LAKE LOS SERRANOS CLUB.
 
All Planning Commission decisions may be appealed to the City Council.  An appeal of a Planning Commission decision must be filed with the City Clerk within ten (10) working days of the meeting. Please contact the City Clerk at (909) 364-2620 for further information about filing an appeal or obtaining an appeal application.
