Pursuant to Section 3 of Executive Order N-29-20, issued by Governor Newsom on March 17, 2020, the regular meeting of the City Council for April 13, 2021 will be conducted remotely through Zoom and broadcast live on the City's website. Please be advised that pursuant to the Executive Order, and to ensure the health and safety of the public by limiting human contact that could spread the COVID-19 virus, the Council Chambers will only be open to Council Members and City staff and will not be open to the public for the meeting.

If you wish to have your comments read to the Council Members during the appropriate Public Comment period, please indicate in the Subject Line "FOR PUBLIC COMMENT" and list the item number you wish to comment on. Comments that you want read to the Council will be subject to the three minute time limitation (approximately 350 words). Written comments that are only to be provided to Council and not read at the meeting will be distributed to the Council prior to the meeting.

CONSENT CALENDAR (10 ITEMS) - All matters listed on the Consent Calendar are considered routine by the City Council and may be enacted by one motion in the form listed below. There will be no separate discussion of these items unless, before the City Council votes on the motion to adopt, Members of the City Council or staff request the matter to be removed from the Consent Calendar for separate action. 13.   Ratify payments over $25,000 for the period of March 11 through 31, 2021, in amount of $3,950,783.45

PLANNING COMMISSION MATTERS - This portion of the City Council Agenda is for matters from the April 6, 2021 Planning Commission Meeting. No action is required unless two members of the City Council wish to request a review of the matter, in accordance with Section 16.58.070 of the Chino Hills Municipal Code. Expiration of the public appeal period on Planning Commission Item(s) 7a, 7b, and 7c is April 20, 2021, 5:30 p.m.
 
23.   Tentative Parcel Map No. 20286 - 15134 Palisade Street, Andrew Harris, Applicant: The Planning Commission adopted a Resolution approving a two-lot subdivision located at 15134 Palisade Street and determining that the project is exempt from review under the California Environmental Quality Act based on findings of fact and subject to Conditions of Approval
 
24.   Tentative Parcel Map No. 19309 - 15922 Old Carbon Canyon Road, GR Engineering Solutions, Applicant: The Planning Commission adopted a Resolution approving Tentative Parcel Map No. 19309 for a two-lot subdivision located at 15922 Old Carbon Canyon Road, including the summary vacation of drainage and utility easements pursuant to Government Code Section 66434, Subdivision (G) and determining that the project is exempt from review under the California Environmental Quality Act based on findings of fact and subject to Conditions of Approval
 
25.   Tentative Parcel Map No. 20329 - Old Carbon Canyon Road, KPM Enterprises, Applicant: The Planning Commission adopted a Resolution approving Tentative Parcel Map No. 20329 for a two-lot subdivision including the summary vacation of a portion of Old Carbon Canyon Road pursuant to Government Code Section 66434, Subdivision (G) and determining that the project is exempt from review under the California Environmental Quality Act based on findings of fact and subject to Conditions of Approval
