Pursuant to Section 3 of Executive Order N-29-20, issued by Governor Newsom on March 17, 2020, the regular meeting of the City Council for February 9, 2021, will be conducted remotely through Zoom and broadcast live on the City's website. Please be advised that pursuant to the Executive Order, and to ensure the health and safety of the public by limiting human contact that could spread the COVID-19 virus, the Council Chambers will only be open to Council Members and City staff and will not be open to the public for the meeting.

To give the City Clerk adequate time to print out your comments for consideration at the meeting, please submit your written comments prior to 5:30 p.m.; or if you are unable to email, please call the City Clerk's Office at (909) 364-2624 by 5:30 p.m. Emails and documents submitted will be considered a public document subject to posting on the City's website. Similarly, email addresses of attendees are captured by the zoom software and are subject to the Public Records Act.
 
If you wish to have your comments read to the Council Members during the appropriate Public Comment period, please indicate in the Subject Line "FOR PUBLIC COMMENT" and list the item number you wish to comment on. Comments that you want read to the Council will be subject to the three minute time limitation (approximately 350 words). Written comments that are only to be provided to Council and not read at the meeting will be distributed to the Council prior to the meeting.
 
Pursuant to the Executive Order, and in compliance with the Americans with Disabilities Act, if you need special assistance to participate in the Council meeting, please contact the City Clerk's Office, (909) 364-2624 within 48 hours of the meeting.

CONSENT CALENDAR (8 ITEMS) - All matters listed on the Consent Calendar are considered routine by the City Council and may be enacted by one motion in the form listed below. There will be no separate discussion of these items unless, before the City Council votes on the motion to adopt, Members of the City Council or staff request the matter to be removed from the Consent Calendar for separate action. Removed consent items will be discussed immediately after the adoption of the balance of the Consent Calendar.
 
7.   Approve January 26, 2021, City Council Meeting Minutes
 
8.   Approve warrants and wires over $25,000 for period of January 14 through 27, 2021, in amount of $3,893,017.71
 
9.   Receive and file Monthly Financial Report for month ended December 31, 2020

11.   Authorize execution of agreement with National Demographics Corporation in amount not-to-exceed $80,000 and adopt budget amendment resolution for Fiscal Year 2020-21 increasing General Fund budget by $40,000 for voter redistricting services
 
12.   Adopt an Ordinance entitled: "An Ordinance of the City of Chino Hills Amending
Title 16 of the Chino Hills Municipal Code to Amend Accessory Dwelling Unit Regulations and Finding Proposed Municipal Code Amendment 20MCA01 Exempt From Review Under the California Environmental Quality Act" - Second Reading (Introduced November 24, 2020, Re-introduced January 26, 2021)
 
13.   Ratify budget amendments in second quarter of Fiscal Year 2020-21 totaling $26,497.83; the increase of Purchase Order for Quinn Power Systems-Caterpillar Inc., to $75,394.82 for purchase of emergency generator; approve closure of CFD 9 Construction Fund and move cash balances into CFD 9 Fund; and adopt budget amendment resolution for Fiscal Year 2020-21 decreasing budget in various funds by $784,812 based on second quarter budget review
 
14.   Adopt Resolutions ordering Fiscal Year 2021-22 Engineer's Reports for Chino Hills Landscape and Lighting District No. 1, Vellano Landscape and Lighting Maintenance District, Los Serranos Lighting Maintenance District, and Special Maintenance Areas 1 and 2
