Pursuant to Section 3 of Executive Order N-29-20, issued by Governor Newsom on March 17, 2020, the regular meeting of the City Council for January 26, 2021 will be conducted remotely through Zoom and broadcast live on the City's website. Please be advised that pursuant to the Executive Order, and to ensure the health and safety of the public by limiting human contact that could spread the COVID-19 virus, the Council Chambers will not be open for the meeting.  Council Members will be participating remotely and will not be physically present in the Council Chambers.

To give the City Clerk adequate time to print out your comments for consideration at the meeting, please submit your written comments prior to 5:30 p.m.; or if you are unable to email, please call the City Clerk's Office at (909) 364-2624 by 5:30 p.m. Emails and documents submitted will be considered a public document subject to posting on the City's website. Similarly, email addresses of attendees are captured by the zoom software and are subject to the Public Records Act.
 
If you wish to have your comments read to the Council Members during the appropriate Public Comment period, please indicate in the Subject Line "FOR PUBLIC COMMENT" and list the item number you wish to comment on. Comments that you want read to the Council will be subject to the three minute time limitation (approximately 350 words). Written comments that are only to be provided to Council and not read at the meeting will be distributed to the Council prior to the meeting.
 
Pursuant to the Executive Order, and in compliance with the Americans with Disabilities Act, if you need special assistance to participate in the Council meeting, please contact the City Clerk's Office, (909) 364-2624 within 48 hours of the meeting.

CONSENT CALENDAR ITEMS (4 ITEMS) - All matters listed on the Consent Calendar are considered routine by the City Council and may be enacted by one motion in the form listed below. There will be no separate discussion of these items unless, before the City Council votes on the motion to adopt, Members of the City Council or staff request the matter to be removed from the Consent Calendar for separate action. Removed consent items will be discussed immediately after the adoption of the balance of the Consent Calendar.
 
5.   Approve January 12, 2021 City Council Meeting Minutes
 
6.   Approve warrants and wires over $25,000 for the period of December 31, 2020 through January 13, 2021 in amount of $1,320,672.11
 
7.   Approve addition of Section 1.9 - Electronic Signature Policy to Administrative Policies and Procedures Manual
 
8.   Approve addition of Section 5.8 - Utility Box Art Policy to Administrative Policies and Procedures Manual

9.   Receive and file Coronavirus Disease 2019 (COVID-19) update
 
10.   Re-introduce Ordinance entitled: "An Ordinance of the City of Chino Hills Amending Title 16 of the Chino Hills Municipal Code to Amend Accessory Dwelling Unit Regulations and Finding Proposed Municipal Code Amendment 20MCA01 Exempt From Review Under the California Environmental Quality Act" for first reading by title only and waive further reading
 
11.   Approve Property Transfer and General City Facilities Development Impact Fee Payment Agreement with Chino Valley Independent Fire District for potential transfer of approximately four acres of property at Soquel Canyon Parkway and Pipeline Avenue for possible construction of new fire station
