Pursuant to Section 3 of Executive Order N-29-20, issued by Governor Newsom on March 17, 2020, the regular meeting of the City Council for January 12, 2021 will be conducted remotely through Zoom and broadcast live on the City's website. Please be advised that pursuant to the Executive Order, and to ensure the health and safety of the public by limiting human contact that could spread the COVID-19 virus, the Council Chambers will only be open to Council Members and City staff and will not be open to the public for the meeting.

To give the City Clerk adequate time to print out your comments for consideration at the meeting, please submit your written comments prior to 5:30 p.m.; or if you are unable to email, please call the City Clerk's Office at (909) 364-2624 by 5:30 p.m. Emails and documents submitted will be considered a public document subject to posting on the City's website. Similarly, email addresses of attendees are captured by the zoom software and are subject to the Public Records Act.
 
If you wish to have your comments read to the Council Members during the appropriate Public Comment period, please indicate in the Subject Line "FOR PUBLIC COMMENT" and list the item number you wish to comment on. Comments that you want read to the Council will be subject to the three minute time limitation (approximately 350 words). Written comments that are only to be provided to Council and not read at the meeting will be distributed to the Council prior to the meeting.
 
Pursuant to the Executive Order, and in compliance with the Americans with Disabilities Act, if you need special assistance to participate in the Council meeting, please contact the City Clerk's Office, (909) 364-2624 within 48 hours of the meeting.

CONSENT CALENDAR (10 ITEMS) - All matters listed on the Consent Calendar are considered routine by the City Council and may be enacted by one motion in the form listed below. There will be no separate discussion of these items unless, before the City Council votes on the motion to adopt, Members of the City Council or staff request the matter to be removed from the Consent Calendar for separate action. Removed consent items will be discussed immediately after the adoption of the balance of the Consent Calendar.
 
7.   Approve December 8, 2020, and January 4, 2021, Regular and Special City Council Meeting Minutes, respectively
 
8.   Approve warrants and wires over $25,000 for period of November 26 through December 30, 2020 in amount of $6,872,924.90
 
9.   Receive and file Monthly Financial Report for month ended November 30, 2020
 
10.   Receive and file Investment Report for month ended November 30, 2020
 
11.   Authorize execution of Amendment Nos. 2, 3, and 4 to Agreement No. A00-139 with T-Mobile West, LLC to ratify amendments made pursuant to Site Development Permit No. 00SDP01 and to modify existing wireless communications facility pursuant to Wireless Minor Use Permit No. 19WMUP01 and Wireless Zoning Clearing Permit No. 20WZC06 on Reservoir R-12 located at 2083 Miramonte Court
 
12.   Adopt resolution confirming and continuing existence of local emergency and find resolution is exempt from review under California Environmental Quality Act
 
13.   Approve update to Administrative Policies and Procedures Manual Section 7.5 - Dress and Grooming Standards
 
14.   Approve updates to Vila Borba Dog Park rules and signage
 
15.   Authorize execution of eighteen-month agreement with GMU Geotechnical, Inc., for amount not-to-exceed $99,825, including two, one-year renewal options for professional engineering services to prepare Pavement Management System
 
16.   Waive minor irregularity in bid received, award bid and contract to United Paving Co., in amount of $196,379.75 for Canon Lane (Southerly) Pavement Rehabilitation Project and authorize City Manager to approve cumulative change orders up to ten percent ($19,638) of awarded contract amount
