Pursuant to Section 3 of Executive Order N-29-20, issued by Governor Newsom on March 17, 2020, the regular meeting of the City Council for December 8, 2020 will be conducted remotely through Zoom and broadcast live on the City's website. Please be advised that pursuant to the Executive Order, and to ensure the health and safety of the public by limiting human contact that could spread the COVID-19 virus, the Council Chambers will only be open to Council Members and City staff and will not be open to the public for the meeting.

Comments that you want read to the Council will be subject to the three minute time limitation (approximately 350 words). Written comments that are only to be provided to Council and not read at the meeting will be distributed to the Council prior to the meeting.

CONSENT CALENDAR (17 ITEMS) - All matters listed on the Consent Calendar are considered routine by the City Council and may be enacted by one motion in the form listed below. There will be no separate discussion of these items unless, before the City Council votes on the motion to adopt, Members of the City Council or staff request the matter to be removed from the Consent Calendar for separate action. Removed consent items will be discussed immediately after the adoption of the balance of the Consent Calendar.
 
10.   Approve November 24, 2020, Regular City Council Meeting Minutes
 
11.   Approve Warrants and Wires over $25,000 for period of November 12 through 25, 2020 in amount of $2,526,117.02

15.   Adopt budget amendment resolution for Fiscal Year 2020-21 increasing budget in various funds in amount of $1,082,800 for CARES Act City Infrastructure Projects; find piggyback exception to competitive bidding procedures under Chino Hills Municipal Code section 3.16.110.E applies and issue purchase orders for Quinn Power Systems through Sourcewell in amount of $69,946 to purchase emergency generator, DELL Marketing, L.P. through ValuePoint in amount of $92,302.03 to purchase mobile computing equipment and accessories, CDWG through National IPA Technology Solutions in amount of $25,723.99 to purchase audio visual, wireless equipment and accessories; authorize execution of one-year agreement with two one-year renewal options with Integrated Media Systems in amount not-to-exceed $129,960 for purchase and installation of upgraded audio visual equipment for Emergency Operations Center, Sheriff’s Briefing Room, and Library Community Room and Classroom; and authorize City Manager to approve cumulative change orders up to 10% ($12,996) of awarded contract amount
 
16.   Approve new position titles and updated job descriptions for all positions within classification series
 
17.   Authorize execution of Amendment No. 2 to Agreement No. A2016-046 with Leatherman BioConsulting, Inc., increasing total not-to-exceed amount to $256,952.51 and extend term to January 30, 2023 to monitor during construction of Tract 16414 and ongoing monitoring and reporting for habitat restoration areas within all Vila Borba tracts until complete
 
18.   Appoint nominated members from Parks and Recreation Commission and Chino Hills Community Foundation chARTS Committee to Public Art Committee
 
19.   Receive and file Comprehensive Annual Financial Report for Fiscal Year ended June 30, 2020
 
20.   Review and file Annual Development Impact Fee Financial Report for Fiscal Year 2019-20 and adopt schedule confirming Parkland (Quimby in-lieu) Fee is committed to construction of Los Serranos Park
 
21.   Authorize publication of notice for unclaimed monies held by City of Chino Hills in Trust Deposit Account for three or more years and authorize monies not claimed within 60 days after publication of first notice to become property of City and transferred to General Fund or Existing Infrastructure Fee Fund
 
22.   Authorize execution of eighteen month Professional Services Agreement with LG2WB Engineers, Inc., in amount not-to-exceed $65,808, including one one-year renewal option to develop Local Roadway Safety Plan
 
23.   Find piggyback exception to competitive bidding procedures applies because procurement process utilized by City of Santa Ana is similar to Chino Hills Municipal Code Contracting System and authorize execution of five-year Maintenance Agreement with Griswold Industries, dba Cla-Val, in amount not-to-exceed $425,000 for maintenance, rehabilitation program, replacement services, and direct sale of valves and parts for automatic flow control valves
 
24.   Accept Valle Vista Drive and Bayberry Drive Pavement Rehabilitation Project by All American Asphalt as complete; authorize City Clerk to record Notice of Completion; authorize release of retention monies in amount of $33,879.60, forty-five days after acceptance; and other related actions
 
25.   Authorize execution of one-year Professional Services Agreement with Leatherman BioConsulting, Inc., in amount not-to-exceed $121,216 including four one-year renewal options to provide biological monitoring services throughout city
 
26.   Adopt resolution authorizing submittal of all eligible CalRecycle grant applications

27.   Adopt an Ordinance entitled: "An Ordinance of the City of Chino Hills Amending Chapter 3.32 of the Municipal Code to Expand the Definition of "Hotel" for Purposes of the Transient Occupancy Tax and to Increase the Transient Occupancy Tax Rate to 12% Effective January 1, 2021, Subject to the Approval of a Majority of the Electors Voting on the Tax Measure at the General Municipal Election to be Held on Tuesday, November 3, 2020"
 
28.   Adopt resolution adopting 2020 Conflict of Interest Code in accordance with Political Reform Act
